15-Minute Public Comment Period
Geoff Middaugh affirmed that he wants healthy and safe neighborhoods and is looking
forward to rebuilding trust with the City Council to pursue common goals.
3. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Roxanne Murphy moved approval of the August 8th minutes as
submitted.
MOTION CARRIED 7-0.
4. Old/New Business
Michael Lilliquist requested the time of City Council Legislative Analyst Mark Gardner to
look into various models and examples of community-owned open access broadband.
The Council approved.
Terry Bornemann said that Public Works is partnering with IT about the fiber optics
issue and they will be bringing a report to the Public Works Committee within a month.
Dan Hammill thanked Fire Chief Bill Newbold and Assistant Fire Chief Rob Kintzele for
allowing him to attend an incident response training.
April Barker explained that there is a committee with multiple subcommittees around
the issue of 'food desert' in the Birchwood Neighborhood. The Racial Justice Coalition
and Jobs with Justice are involved. She will keep Council updated on progress.
Roxanne Murphy thanked the Mount Baker Bicycle Club for organizing the Chuckanut
Classic.

Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
