Call to Order Roll Call Pinky Vargas, Chair Roxanne Murphy Dan Hammill Michael Lilliquist Terry Bornemann Gene Knutson April Barker Council Standing Committee Meetings: Committee Of The Whole 21384 1.Status Report from the Greenway Advisory Committee on Greenway III and the Greenway Program Presented by Members of the Greenways Committee INFORMATION ONLY 21247 2. Continued Discussion on the Draft 2016 Bellingham Comprehensive Plan Michael Lilliquist / April Barker moved to recommend approval of items 91-94 MOTION CARRIED 7-0. April Barker / Michael Lilliquist moved to recommend approval of items 75-90 MOTION CARRIED 7-0. April Barker / moved to recommend the Police Chief supply language for a policy related to community policing and an equal time spent proactive and reactive MOTION CARRIED 7-0. 1 Michael Lilliquist / April Barker moved to recommend adding a policy with language provided by Chief Cook MOTION CARRIED 6-1. Opposed: Terry Bornemann Council President Pinky Vargas opened up the 15-Minute Public Comment Period. No members of the public wished to speak, so the Comment Period was closed. 21385 3. Presentation of the 2017-18 Biennial Budget Presented by Mayor Kelli Linville INFORMATION ONLY 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved approval of the September 26 minutes as submitted MOTION CARRIED 7-0. 5. Old/New Business April Barker reminded Council Members that the Library Board Meeting is on October 14th and they are invited to attend. Roxanne Murphy attended the Indigenous People's Celebration hosted by Whatcom Community College and Northwest Indian College. This event was student-led and very impressive. Councilmember Murphy thanked the Council for passing the resolution declaring this Coast Salish Day. Pinky Vargas updated everyone about the City Council's move to a new office. It was originally scheduled for August, but now looks like it will happen in November. 21386 6. Work Session on the 2017-18 Biennial Budget (in the Mayor's Board Room) A Worksession was held where City departments presented their accomplishments that were achieved in the last budget cycle, along with their work plans for the 2017-2018 budget. Departments were: Human Resources, Library, Museum, Hearing Examiner, Legal, and Finance. The Council Members asked questions. Adjourn from the Mayor's Board Room 2
