Resolution Setting the 2017 City Council Meeting Calendar Roxanne Murphy / Gene Knutson moved to recommend approval of the 2017 calendar MOTION CARRIED 6-0. Bornemann excused. 21418 2. A Resolution by the City Council of Bellingham, Making a Declaration of Substantial Need for the Purposes of Setting the Limit Factor for the 2017 Property Tax Levy Roxanne Murphy / Dan Hammill moved to recommend approval of the resolution MOTION CARRIED 6-0. Bornemann excused. 21419 3. 2017 Property Tax Ordinance Michael Lilliquist / Gene Knutson moved to recommend approval of the ordinance 1  MOTION CARRIED 6-0. Bornemann excused. 21247 4. Committee of the Whole Work Session on the Draft 2016 Bellingham Comprehensive Plan Roxanne Murphy / Michael Lilliquist moved to recommend language suggested by the Legal Department as follows: "In the event there is an inconsistency between a subarea plan and the Bellingham Comprehensive Plan, the Bellingham Comprehensive Plan shall prevail." MOTION CARRIED 6-0. Bornemann excused. Roxanne Murphy / Michael Lilliquist moved to recommend approval of the ordinance affirming that Council reviewed all of the materials and public comments MOTION CARRIED 6-0. Bornemann excused. 5. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Roxanne Murphy moved approval of the 10/24 minutes as amended MOTION CARRIED 6-0. 6. Old/New Business Councilmember Barker: Attended a Strong Towns event where a map was presented outlining density and demographics. Can we have a map like that created for Bellingham prior to the ADU discussion? Councilmember Lilliquist agreed and asked that this be a high priority for the Administration. Councilmember Murphy: Encouraged people to vote. Councilmember Hammill: He will present a short report on the Incarceration Prevention and Reduction Taskforce in December. He will also share about his experience attending the Bellingham Police Department's Implicit Bias Training. Mayor Linville: Regarding the Planning Commission, the Council doesn't have to approve her recommendations. She would like to maintain her authority to recommend. 2 Councilmember Murphy noted that, furthermore, the Council has the opportunity to not vote in line with the Planning Commission. Regarding the jail, Mayor Linville said that before you can decide on a jail, you have to be aware of the goal, which is reducing the jail population. VERA's involvement in our County and City's process will be very helpful. Councilmember Hammill concurred. He saw VERA in action in Spokane. Council President Vargas: The Bellingham Energy Prize has two months left. She has been asked to present at the National League of Cities' City Summit in Pittsburgh. Additionally, she is inviting various participants in the Energy Prize to present to Council in the coming weeks. 21386 7. Work Session on the 2017/18 Biennial Budget The Fire, Municipal Court, Police, Planning, and Executive Departments presented their 2015-2016 accomplishments and their work plans for the upcoming biennium. The Council asked questions and discussed various aspects of the departments' presentations. Adjournment from the Mayor's Boardroom 3
