Transmitting Bellingham TV (BTV) in Both Standard Definition and
High Definition to Comcast Subscribers
Roxanne Murphy / Gene Knutson moved to recommend approval of the resolution
MOTION CARRIED 7-0.
21560 2. Update on City Owned Fiber Network
INFORMATION ONLY
21561 3. Review of Public Works Director's Decision Denying Request for Retail
Water and Sewer Service at 1323 Mt. Baker Highway
Pinky Vargas / Roxanne Murphy recommended postponing this decision until the
Mayor's Office reviews the Code to see if there is an opportunity for policy change to
the BMC to be equitable, including an annexation review
MOTION CARRIED 6-1. Opposed: Terry Bornemann

21518 4. Work Session to Revise Municipal Code to Make Low Impact
Development the Preferred and Commonly-used Approach to Site
Development as Required by the City's National Pollution Discharge
Elimination System Phase II Municipal Stormwater Permit
A short discussion with no action taken as the Ordinance is on the evening's agenda as
third and final.
21562 5. Public Opinion Survey of Bellingham Residents

21563 6. An Overview of the Letter of Intent Between the City of Bellingham
and Lighthouse Mission Ministries

21564 7. Proposed Lease of City Property at 801 and 807 Roeder Avenue
Roxanne Murphy / Gene Knutson moved to authorize a lease agreement of 14 months
for the current tenants of the property at a reduced rate
MOTION CARRIED 7-0.
21565 8. Authorization to Negotiate a Lease of City Property at 801 and 807
Roeder Avenue to the Lighthouse Mission Ministries
Bornemann / Knutson moved to table this discussion to this evening's meeting
Barker / Vargas moved to amend the motion to read "postpone" instead of "table"
MOTION TO AMEND CARRIED 7-0.
The main motion to postpone this discussion to this evening's meeting
MOTION CARRIED 7-0.

Division of the Planning and Community Development Department
Postponed to a future meeting due to time constraints.

10. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Roxanne Murphy approved minutes from March 13, 2017
MOTION CARRIED 7-0.
11. Old/New Business
Councilmember Bornemann: Provided an update on the Sikh community's Arch of
Reconciliation and Healing. This memorial has been expanded to include the Chinese
and Japanese communities in Whatcom County that also experienced historic
expulsion. He has been in touch with the Parks Department and the Arts Commission.
Gene Knutson / Pinky Vargas moved to direct Mark Gardner to research a 'no feeding
wildlife' ordinance and to work with Administration and refer to Public Works/Public
Safety Committee for further consideration
MOTION CARRIED 7-0.
Councilmember Vargas: Is concerned about litter on the freeway entrances and exits.
That is the Department of Transportation's responsibility; however, it is not their
priority. She is looking into alternatives for clean-up.
Mayor Linville: Regarding the federal budget, she said that housing grants may be
negatively impacted. She is going to draft a letter to the federal delegation and invited
the Council President to sign on behalf of the Council
