A Resolution Adopting the Official Flag of the City of Bellingham Pinky Vargas / Terry Bornemann moved to recommend approval of the resolution MOTION CARRIED 6-0. 21592 2. An Ordinance Authorizing $23,854,031.15 in Reappropriations for Goods and Services Ordered in 2016, but Unpaid at Year End Gene Knutson / Roxanne Murphy moved to recommend approval of the ordinance MOTION CARRIED 6-0. 21593 3. A Resolution Adopting Amended and Restated City Council Rules of Procedure Terry Bornemann / Gene Knutson moved to recommend approval of the resolution MOTION CARRIED 6-0. 21596 6. Presentation on Western Washington University's Institute for Energy Studies INFORMATION ONLY 7. Approval of City Council Committee and/or Special Meeting Minutes Roxanne Murphy / Gene Knutson moved approval of the April 10th minutes as submitted. MOTION CARRIED 6-0. 8. Old/New Business Roxanne Murphy: People are starting to gather signatures to put Initiative 1552 on the ballot. This would prevent students from using school restrooms that match the gender with which they identify. She is going to bring forth a resolution asking people to decline to sign. Terry Bornemann: He attended the March for Science along with 2,000 other people and he commends everyone in attendance for their nonviolence. Events such as this contribute to our great city. 2 April Barker: Firstly, she asked Mayor Linville about rental rights; they will discuss this matter together at another time in the near future. Secondly, April attended a "trash audit" that SSC helped to sponsor where WCC students sifted through trash. The event was intended to show students how much trash our community produces. Pinky Vargas: She attended the mural painting at Shuksan Meadows Park. She thanked the City of Bellingham, Sustainable Connections, and ArtQuake Collective for organizing it. It was very uplifting to see what a little color can do. Michael Lilliquist: Firstly, he offered a reminder that the City Council Offices have moved down the hall from the Mayor's Office. Secondly, he asked the Council if members would be interested in hosting an Open House in the new Council Office for COB employees and the public sometime in June. The Council was amenable. The President asked the Legislative Assistant to send out a Doodle Poll to find the date and time that works for the greatest number of members. Mayor Linville said that maybe the event could be held when the fire inspectors are moved in. The President thought that that move was happening far in the future. Adjournment 3
