21587 2. A Resolution to Form a Regional Fire Authority Planning Committee
Michael Lilliquist / Gene Knutson moved to recommend adding Michael Lilliquist
and Terry Bornemann to the resolution as the volunteers who will sit on the planning
committee
MOTION CARRIED 7-0.
Pinky Vargas / Roxanne Murphy moved to recommend approval of the resolution
MOTION CARRIED 7-0.

21593 4. An Ordinance Authorizing $23,854,031.15 in Reappropriations for
Goods and Services Ordered in 2016, but Unpaid at Year End
Gene Knutson / Pinky Vargas moved to recommend approval of the ordinance
MOTION CARRIED 7-0.
5. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Roxanne Murphy moved approval of the April 24th minutes as
submitted.
MOTION CARRIED 6-0. Abstained: Dan Hammill
6. Old/New Business
Michael Lilliquist: There will be a City Council and Hearing Examiner Open House on
Wednesday, June 14th from 12:30-2:30 p.m. following the Bellingham Flag Ceremony.
All are welcome to the new offices on the second floor of City Hall. The official
Bellingham Flag will be raised at 12:00 p.m. to celebrate Flag Day.
Dan Hammill / Pinky Vargas moved to recommend postponing and rescheduling the
Town Hall to take place in a larger venue at a later date
MOTION CARRIED 7-0.
Roxanne Murphy: The Mount Baker Theatre hosted a 90th Birthday fundraiser in the
style of 1920s and it was very successful. She encouraged people to make financial
contributions to the Mount Baker Theatre. She also attended the Firefighter’s Ball.
April Barker / Gene Knutson moved to recommend working with the
Planning Committee on discussions related to rental barriers
MOTION CARRIED 7-0.

Council Standing Committee Meetings:
Open to the public to attend. There is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:
