21662 1. Memorandum of Agreement Between City of Bellingham and
Whatcom County Regarding Their Commitment to Incarceration
Reduction and Prevention
Terry Bornemann / Pinky Vargas moved to recommend adding to the second recital the
GRACE program and adoption of the pre-trial risk assessment tool
MOTION CARRIED 7-0.
Gene Knutson / Terry Bornemann moved to authorize the Mayor to enter into this
MOA if the JFFUA is approved by the City Council with the Mayor's signature
dependent upon the County Council's approval; and add the word "prevention" after
"incarceration" in item B on page 133
MOTION CARRIED 7-0.

Michael Lilliquist / Gene Knutson moved to recommend approval of minutes for the
June 19th Committee Meetings, June 13th Town Hall, March 29th Joint Lake Whatcom
Meeting, and March 25th City Council Retreat
MOTION CARRIED 7-0.
5. Old/New Business
Councilmember Hammill followed up with the Mayor’s Office on a request for a
presentation on ombuds services, or third party contracting that would handle any Civil
Rights complaints made against City employees or departments. There was input given
by Councilmembers. Brian Heinrich said a presentation will be given at the July 24th
Council meeting.
Councilmember Vargas attended the Pride Parade and Festival and thanked the
Bellingham Police and Fire Departments for their participation. She is proud of
Bellingham.
April Barker / Gene Knutson moved to schedule an evening presentation by Adrienne
Solenberger and Mike Parker of the Opportunity Council on the topic of master
leasing

April Barker / Pinky Vargas moved to create a City Council Justice Committee
MOTION CARRIED 4-3. Opposed: Gene Knutson, Terry Bornemann, Roxanne Murphy

Councilmember Lilliquist received head nods for the VERA Institute to present to the
Justice Committee when they return with their recommendations in the fall.
Councilmember Lilliquist invited the public to visit the City Council’s redesigned
webpages that include a Top Issues section. This will be a dynamic page that
Councilmembers can utilize when new issues emerge. Community members can also
stay in touch with Council happenings through the Council’s Facebook page:
www.facebook.com/bellinghamcitycouncil. Additionally, three Councilmembers have
blogs: Hammill, Lilliquist, and Barker. These new endeavors are efforts to enhance
Council communication with the public.
He attended the Homeless Person’s Summit on Saturday at Maritime Heritage Park and
was very moved by hearing the stories of people who have experienced, or are
experiencing, homelessness.

Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for
Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote.
