Michael Lilliquist / Terry Bornemann moved to recommend the City Council sign a
letter that the Mayor would re-issue to State Representatives and Senators thanking
them for funding many local projects

21704 2. Discussion of the Potential Economic Impacts of Providing Water
Service to the Lummi Nation
Gene Knutson / Roxanne Murphy moved to authorize Mayor Linville to continue
discussions with Chairman Ballew of Lummi Nation
MOTION CARRIED 6-0, Vargas excused

April Barker / Gene Knutson offered an amendment requesting the Mayor give a
report on September 25th on the progress of the discussions with Chairman Ballew

requirement replacing the two-year requirement

Michael Lilliquist / Roxanne Murphy moved to recommend removing the U.S.
citizenship requirement from the advisory boards that the City directs, which are
reflected in green in Peter Ruffatto's memo

5. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Roxanne Murphy moved to recommend approval of the August 7th
committee meeting minutes

6. Old/New Business
Councilmember Lilliquist: Thanked Mark Gardner for his work on communications,
including the Communications Plan and website.
April Barker / Gene Knutson moved to add to a future Committee of the Whole agenda
the topic of renaming the Pickett Bridge

Mayor Linville: Updated the Council on the Proclamation regarding SeaFeast. She will
be preparing a draft for review by the Lummi Nation.
Councilmember Hammill: Announced that the Pump Track at Whatcom Falls Park
opened last week.

Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for
Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:

www.cob.org/meetings. Meetings are streamed live on the internet as they occur.
