Discussion of 2017 Legislative Session INFORMATION ONLY Michael Lilliquist / Terry Bornemann moved to recommend the City Council sign a letter that the Mayor would re-issue to State Representatives and Senators thanking them for funding many local projects MOTION CARRIED 6-0, Vargas excused 21704 2. Discussion of the Potential Economic Impacts of Providing Water Service to the Lummi Nation Gene Knutson / Roxanne Murphy moved to authorize Mayor Linville to continue discussions with Chairman Ballew of Lummi Nation MOTION CARRIED 6-0, Vargas excused 1 April Barker / Gene Knutson offered an amendment requesting the Mayor give a report on September 25th on the progress of the discussions with Chairman Ballew MOTION CARRIED 6-0, Vargas excused 21705 3. Annual Update on Rental Registration and Safety Inspection Program (RRSIP) INFORMATION ONLY 21706 4. Boards and Commission Membership Requirements INFORMATION ONLY Roxanne Murphy / Gene Knutson moved to recommend a one-year residency requirement replacing the two-year requirement MOTION CARRIED 6-0, Vargas excused Michael Lilliquist / Roxanne Murphy moved to recommend removing the U.S. citizenship requirement from the advisory boards that the City directs, which are reflected in green in Peter Ruffatto's memo MOTION CARRIED 6-0, Vargas excused 5. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved to recommend approval of the August 7th committee meeting minutes MOTION CARRIED 6-0, Vargas excused 6. Old/New Business Councilmember Lilliquist: Thanked Mark Gardner for his work on communications, including the Communications Plan and website. April Barker / Gene Knutson moved to add to a future Committee of the Whole agenda the topic of renaming the Pickett Bridge MOTION CARRIED 6-0, Vargas excused 2 Mayor Linville: Updated the Council on the Proclamation regarding SeaFeast. She will be preparing a draft for review by the Lummi Nation. Councilmember Hammill: Announced that the Pump Track at Whatcom Falls Park opened last week. Adjournment 3

The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings.
