Call to Order Roll Call Michael Lilliquist, Chair Roxanne Murphy Terry Bornemann Dan Hammill Pinky Vargas April Barker Gene Knutson Council Standing Committee Meetings: Committee Of The Whole 21714 1. Discussion on the Pickett Bridge April Barker / Gene Knutson moved to approve tasking the Historic Preservation Commission with: 1) engaging the community to better understand their concerns; 2) researching the history of the bridge; and 3) presenting their findings and recommendations to the Mayor and City Council MOTION CARRIED 7-0. 21715 2. Review of Options to Prohibit Feeding of Wild Mammals in Bellingham Terry Bornemann / Gene Knutson moved to direct staff to draft an ordinance MOTION CARRIED 7-0. 21716 3. Resolution Affirming Bellingham City Council Support for Deferred Action for Childhood Arrivals (DACA) Immigrant Program 1 Dan Hammill / Roxanne Murphy moved to recommend approval of the resolution MOTION CARRIED 7-0. 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved to approve the August 14th minutes MOTION CARRIED 6-0. Abstained: Pinky Vargas 5. Old/New Business Roxanne Murphy / Terry Bornemann moved to appoint Michael Lilliquist as the Council Representative to the WTA Board Composition Review Committee that will meet on October 18, 2017 MOTION CARRIED 7-0. April Barker: Attended the ceremony for the Arch of Healing & Reconciliation and asked that the City take this opportunity to build an ADA accessible ramp. The Mayor responded that she believes this is already in the plan. Councilmember Barker also relayed that the Library Board of Trustees would like to remove the fountain. The Mayor will look into this issue. While she is not against the idea of removing the fountain, Mayor Linville stated that there is a family plaque that would need to be considered. Terry Bornemann: Thanked everyone who attended the ceremony for the Arch of Healing & Reconciliation. He said that it is important to acknowledge the past injustices done to immigrant populations in the past. He affirmed that Bellingham is now a welcoming community. Dan Hammill / Roxanne Murphy moved to recommend approval of the resolution recognizing September 21st as International Day of Peace in Bellingham MOTION CARRIED 7-0. Pinky Vargas / Gene Knutson recommended that Pinky Vargas be the Council Representative to the jail financing oversight committee should the ballot measure be passed by voters 2 MOTION CARRIED 7-0.
