An Ordinance Prohibiting Feeding of Deer and Raccoons Within the City of Bellingham Gene Knutson / Pinky Vargas moved to recommend approval of the ordinance MOTION CARRIED 6-1. Opposed: April Barker 21754 2. Approval of an Exemption to the City's Living Wage Requirement for the Management of Lake Padden Golf Course Gene Knutson / Pinky Vargas moved to grant an exemption to the living wage with the golf course contract MOTION CARRIED 4-0. Abstained: April Barker, Dan Hammill, Terry Bornemann 21742 3. Presentation of the Mid-biennial Adjustments to the 2017-2018 Budget INFORMATION ONLY Mayor Linville presented the budget adjustments. 1 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Pinky Vargas moved to recommend approval of minutes MOTION CARRIED 7-0. 5. Old/New Business Councillmember Bornemann: Expressed his disagreement with the removal of the parking sticker system in his Ward as there is no way for residents to know which cars are permitted to be parking in the area. Assistant Director of Public Works Eric Johnston explained that the City will now be enforcing by license plate numbers, and that some residents are asking that Residential Parking Zones (RPZs) be expanded, while others are asking for them to be diminished. Councilmember Murphy said that in Tacoma, they did education/warning notices in yellow ticket-like envelopes left on car windshields and it was effective. Councilmember Vargas: Requested the Administration present on the Climate Action Plan. Mayor Linville reported that this presentation will likely happen by the end of the year. Councilmember Lilliquist: Asked for feedback from Council about whether or not they would like to host another Town Hall and, if so, when and on what topic. Councilmembers will propose their ideas at the October 23rd Council meeting. Councilmember Barker is still interested in having the Town Hall topic be the library. The Library Board is meeting in November. 21743 6. Work Session on the Proposed 2017-2018 Biennial Budget Changes INFORMATION ONLY Parks and Recreation Director Leslie Bryson shared the Department’s main accomplishments from 2017 and the 2018 Work Plan. Bellingham Police Department Chief Cliff Cook shared the Department’s main accomplishments from 2017 and the 2018 Work Plan. The other City Department Heads will be presenting on the same at upcoming Council meetings. Adjournment 2
