Gene Knutson / Dan Hammill moved to recommend approval of the ordinance

21807 4. Council Discussion on Committee Structure
April Barker / Roxanne Murphy moved to recommend making the following changes:
1) Merging the Community & Economic Development Committee with the Planning
Committee; 2) making Public Safety a stand-alone committee; and 3) folding Lake
Whatcom/Natural Resources in the Public Works Committee
MOTION CARRIED 7-0.
April Barker / Gene Knutson moved to institute a committee structure review every
year to take place at the second to last meeting of every calendar year
MOTION CARRIED 7-0.
5. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Dan Hammill moved to recommend approval of Nov. 13 minutes
MOTION CARRIED 7-0.
6. Old/New Business
Councilmember Hammill: Visited Missoula, Montana to research that city’s downtown
redevelopment.
Dan Hammill / Gene Knutson moved to recommend having discussions on financial
sustainability in a work session in the Finance Committee
MOTION CARRIED 7-0.
Councilmember Vargas: Announced that Bellingham has been ranked in the Top Ten
for the Georgetown University Energy Prize.
Councilmember Bornemann: Announced that the annual Martin Luther King, Jr. event
will take place on Monday, January 15th at noon at a new venue: Mount Baker Theatre.
Councilmember Barker: Announced that Squalicum Creek Park is now open.

Open to the public to attend. Note: there is generally no public comment period for
Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:
