Call to Order Roll Call Present: Council President Roxanne Murphy, At Large Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Dan Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Work Session Regarding Ordinance Adopting Protections for p. 3 Residential Tenants Michael Lilliquist / Pinky Vargas moved to recommend changing language from 10 days to five days for an inspection to take place by the Housing Authority MOTION CARRIED 5-2. Committee Of The Whole Minutes Page 1 January 22, 2018 Opposed: Dan Hammill, Michael Lilliquist Michael Lilliquist / Pinky Vargas moved to recommend accepting revisions indicated in packet and approving the ordinance MOTION CARRIED 7-0. 21561 2. A Briefing on the Update to the 2009 Annexation Phasing Plan p. 19 Information Only 21846 3. An Interdepartmental Presentation on the City's Response to p. 21 Addressing Homelessness in Bellingham Information Only 4. Approval of City Council Committee and/or Special Meeting Minutes No minutes submitted for approval 5. Old/New Business Council member Lilliquist reported that the Regional Fire Authority Planning Committee has been meeting and that education will soon be going out the public. This issue may be going to the voters in August. Council President Murphy will schedule a shoot for the Council photo to include the Mayor. She requested that Councilmembers send her any retreat agenda items they are interested in pursuing. If no business, there will be no retreat.
