An Ordinance Amending and Updating Municipal Code Provisions p. 8 Relating to Boards and Commissions Michael Lilliquist / Pinky Vargas moved to recommend changing "citizen" to "community" in Section 6: 2.44.010. Gene Knutson / Dan Hammill moved to recommend approval of the ordinance MOTION CARRIED 7-0. . Proposal to Remove On-Street Parking from Roeder Avenue April Barker / Dan Hammill moved to recommend approval of the proposal and to develop pilot low cost vertical objects to create physical separation/protection between auto and bicycle MOTION CARRIED 7-0. 21889 4. Presentation on Procedures Regarding Camp Clean Ups and Human p. 26 Habitation of Vehicles Presented by Claudia Vizcarra and Bob VanderYacht INFORMATION ONLY 5. Approval of City Council Committee and/or Special Meeting Minutes MOTION CARRIED 7-0. 6. Old/New Business Vargas: She will be submitting a resolution and agenda bill about the City's implementation of the Climate Action Plan. She would like a Climate Task Force to be created with various stakeholders to review targets and create a proposal of how the City would reach them by May 2019. She is requesting that Mark Gardner be the staff person for the Task Force. She will be integrating the comments of Public Works. April Barker / Pinky Vargas moved to recommend approval of Councilmember Bornemann's letter to send to legislators MOTION CARRIED 7-0. Bornemann: Presented a letter to support the action of the student walk-out to demonstrate against gun violence. Lilliquist: Would like more supporting materials included in the packet. Committee Of The Whole Minutes Page 2 February 26, 2018  Vargas: Would like the City Council to write a letter of support for Maru Mora Villalpando. Murphy: No City Council Retreat this year. Please submit agenda bills and supporting documents to the Legislative Assistant by 10 a.m. on Monday. Mayor wants Council to assign the agenda bills to committees. Murphy: Can the Clerk read the names instead of the President and improve the clock? She will talk to Elisabeth Oakes. She attended an elected officials of color event in Olympia. April Barker / Pinky Vargas moved to direct the Mayor to review comp plan policies to ensure clear policy direction to promote world class features and connectivity along the entire water's edge as well as connectivity from Bellingham all points of the Waterfront to serve as basis for grant opportunities. Bring back suggestions for annual comp plan amendment process. MOTION CARRIED 7-0. Lilliquist: Would like to revisit a discussion on the RFA, which may be a quaisi- retreat item.
