City of Bellingham Committee Of The Whole Minutes September 10, 2018, 2:15 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members April Barker, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Terry Bornemann and Michael Lilliquist All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Present: Council President Roxanne Murphy, At Large Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Dan Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee Of The Whole Roxanne Murphy, Chair April Barker; Gene Knutson; Daniel Hammill; Pinky Vargas; Terry Bornemann; Michael Lilliquist 22055 1. A Resolution Confirming Andrew Asbjornsen as Interim Finance p. 3 Director and Appointing Him as the City's Authorized Representative to the Local Government Investment Pool Andrew Asbjornsen, Interim Finance Director, explains how the resolution will authorize him as the investment official for the City of Bellingham. Committee Of The Whole Minutes Page 1 September 10, 2018 Dan Hammill / Michael Lilliquist moved to recommend approval. MOTION CARRIED 7-0. 22056 2. Countywide Community Health Assessment and Bellingham-Specific p. 7 Health Data Erika Nuerenberg, of Whatcom County Department of Health, presented a community health assessment and Bellingham-Specific Health data update. Information only. 22057 3. Draft Resolution Establishing Process to Fill Vacancy in a Council p. 8 Member Position Peter Ruffatto, City Attorney, introduced the draft resolution concerning filling the At-Large vacancy for City Council. Council Member Knutson asked how they will hear all the applicants, would it be at one time or at separate times? Pinky Vargas also requested that this screening process of candidates would be at a special meeting on a Monday. Terry Bornemann suggested we have a screening criteria. What criteria would they be screening through? April Barker/ Gene Knutson moved all applicants be heard on October 1, 2018. Motion carried 6-0-1, Pinky Vargas excused. April Barker / Gene Knutson moved that application period shall close on September 25, 2018, at 5:00 p.m. and a special meeting on October 1, 2018 be held at 5:00 PM, Michael Lilliquist amended the time for 6:00 PM, The allotted speaking time to be three minutes to present his or her qualifications in open session. Motion carried 6-0-1, Pinky Vargas excused. 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Dan Hammill moved to recommend approval of Committee Meeting minutes for August 27, 2018. MOTION CARRIED 7-0. Dan Hammill / Gene Knutson moved to recommend approval of Committe Meeting minutes for August 27, 2018. MOTION CARRIED 7-0. 5. Old/New Business Committee Of The Whole Minutes Page 2 September 10, 2018 Roxanne Murphy announced that Monea Kerr accepted the Legislative Assistant position for City Council. Terry Bornemann reported that last week the City of Bellingham hosted the Sister Cities Mayoral Summit. Council Member Barker, announced that she also attended the Sister Cities Mayoral Summitt it was very moving. Tara Sundin,Economic Develop Manager, announced that the City will acquire and partner to redevelop the former JC Penney property. A public hearing will be held on September 24, 2018 and a thorough presentation on the project will also be during that meeting. Adjournment Committee adjourned to Executive Session at 3:24 PM.
