Call to Order Roll Call Present: Council President Daniel Hammill, Third Ward Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Staff Presentation on Proposed Public-Private Partnership to p. 3 Purchase and Redevelop 1314 Cornwall Avenue / the Former J.C.Penney Building Tara Sundin, Economic Development Manager, presented a proposal for the public/private partnership to purchase and redevelop 1314 Cornwall Avenue, the former J.C. Penney building located in downtown Bellingham. Committee Of The Whole Minutes Page 1 September 24, 2018 22073 2. Direction to Negotiate the Lease of 1314 Cornwall Avenue by the City p. 15 of Bellingham to Urban Strategies, LLC Michael Lilliquist / Gene Knutson moved to recommend approval. MOTION CARRIED 6-0. 3. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Terry Bornemann moved approval of the September 10, 2018 minutes. MOTION CARRIED 4-0, Gene Knutson and April Barker excused. 4. Old/New Business Michael Lilliquist reported that he had the pleasure of speaking on behalf of City Council at the dedication for the downtown sundial mural. It is a beautiful example of placemaking. Michael Lilliquist also announced that WTA has surplus vanpool vans they would like to donate to charitable organizations. Qualified charitable organizations can apply through WTA. Pinky Vargas reported that she attended the third annual Seafeast, which allowed people to interact with the waterfront and our historical presence on the Salish Sea. It was a very successful Seafeast. April Barker reported that Council gave her permission to work on the non- compete agreement on the old Albertson's site in the Birchwood neighborhood. She also stated that the application for the at-large position was heavy on work experience and education, which deters people because they may not feel they rank high compared to others in those parameters. She would like to work with staff on a cultural competency statement or a goals and commitments question. There were no objections. Michael Lilliquist requested Council to appoint a Council President Pro-Tempore, as Dan Hammill is the acting Council President. Pinky Vargas / April Barker nominated April Barker. MOTION CARRIED 6-0. Gene Knutson brought up picking out of a hat for presentation order at the October 1 special meeting. City Attorney Peter Ruffatto stated it is up to Council on how they would like to order presentations. Dan Hammill said a person asked to address Council tonight at the regular meeting rather than the special meeting on October 1. Gene Knutson asked if they could do their presentation by video. April Barker, Michael Lilliquist, Pinky Vargas and, Gene Knutson said yes. Terry Bornemann was not in favor.
