Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Whatcom Community College Update p. 3 Dr. Kathi Hiyane-Brown, Whatcom Community College president, gave an update. Information only. 22100 2. Hearing Examiner Annual Report to Council p. 4 Sharon Rice, Hearing Examine, gave an annual report. Information only. 21922 3. Revisions to BMC Title 19 - Impact Fees for Accessory Dwelling Units p. 16 Greg Aucutt, Assistant Planning Director, presented. Staff's recommendation lies in the 9/24 proposal. Committee Of The Whole Minutes Page 1 October 22, 2018  Pinky Vargas / April Barker moved to accept the 10/08 recommendation at a total of $2,600, which is Table #3, for impact fees for detached and attached ADUS. MOTION CARRIED 6-1, Terry Bornemann opposed. April Barker / Michael Lilliquist moved to amend the motion to accept Table 3 and also include Option 3. MOTION CARRIED 6-1, Terry Bornemann opposed. 22101 4. Consolidated Annual Performance and Evaluation Report p. 28 Samya Lutz, Housing and Services Program Manager, provided an update on the Consolidated Annual Performance and Evaluation Report (CAPER). Information only. 22102 5. A Resolution Setting the Dates and Times of the 2019 City Council p. 57 Meetings Gene Knutson / April Barker moved approval. MOTION CARRIED 7-0. 22082 6. Work Session on the Proposed 2019-2020 City Budget p. 61 The Police Department and Municipal Court presented their 2019-2020 biennial budget plans. Budget Work Sessions are held in the Mayor's Board Room on the second floor of City Hall in the Mayor's Office. The audio recording for the budget work session is available here. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Gene Knutson moved approval of the September 24, 2018 and October 8, 2018 committee meeting minutes as submitted. MOTION CARRIED 7-0. Old/New Business Councilmember April Barker said she recently attended the Birchwood Neighborhood meeting. The neighborhood is waiting for a connection between the Coal Mine Bridge and Cornwall Park, since they know it is off the table now for the Bike/Ped Plan. She asked: Can we look at Squalicum Way for students Committee Of The Whole Minutes Page 2 October 22, 2018  traveling back and forth for safety? She said she would like to look at the Parks plan and take that out and make it a new item for the Bike/Ped plan. Mayor Keli said she will bring it up to Parks and Public Works. Councilmember Gene Knutson said it is good to see Councilmember Bornemann back at the dais. Adjournment Committee of the Whole adjourned at 4:33 PM.
