Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Presentation by the Northwest Clean Air Agency p. 3 Mark Buford, Executive Director for the Northwest Clean Air Agency, presented an update on activities of the agency. Information Only 22129 2. Bellingham Sister Cities Association Report on Mayoral Summit p. 4 Ross Grier, president of the Bellingham Sister Cities Association, provided a report on the Mayoral Summit that took place in Bellingham in September, celebrating the 60th anniversary of friendship with Tateyama, Japan. Discussion of HomesNOW Temporary Encampment Proposal p. 5 Mayor Kelli Linville, Planning Director Rick Sepler, and Police Chief David Doll presented the HomesNOW temporary encampment proposal, which is called Winter Haven and is proposed to operate in the back parking lot of Bellingham City Hall for approximately 90 days during the winter months. Terry Bornemann / Gene Knutson moved that the City Council endorse Winter Haven. MOTION CARRIED 7-0. 22131 4. Application and Procedure for Filling City Council Vacancies p. 6 Councilmember April Barker presented the application and procedure for filling City Council vacancies. Committee discussed, made suggestions, and provided amendments. April Barker / Terry Bornemann moved approval of the application as read into the record. MOTION CARRIED 7-0. Pinky Vargas / Terry Bornemann moved to accept the procedural document as amended and adopt the nomination process, option #1, and incorporate it into the City Council's Rules of Procedure document. MOTION CARRIED 6-1 Opposed: Michael Lilliquist 22132 5. Land Use Code Enforcement Update with a Focus on Illegal Dwelling p. 14 Units Planning Director Rick Sepler and Code Enforcement Officer Jennifer Kilmer gave an update of code enforcement to date. Information Only 22082 6. Work Session on the Proposed 2019-2020 City Budget p. 19 The budget work session was on the Executive and Legislative budgets and discussion of proposed budget changes. The budget work sessions are held in the Mayor's Board room on the second floor of City Hall in the Mayor's Office. The audio recording for the budget work session is available here. Approval of City Council Committee and/or Special Meeting Minutes April Barker / Terry Bornemann moved to recommend approval of the November 5, 2019 Committee Meeting minutes. MOTION CARRIED 6-0. Recused: Gene Knutson 8. Old/New Business Councilmember Terry Bornemann said this past week he received calls from the community and members from the Parks and Recreation Board about the Bellingham School District's bus barn near Whatcom Creek. They wanted the City Council to work with the School District to move the bus barn because of it's location on Whatcom Creek. Mayor Kelli said 3 or 4 months ago they had a discussion, and unless the City wanted to condemn the property, they have no jurisdiction over it. Councilmember April Barker asked where the housing and Infill Toolkit is on the docket. Planning Director Rick Sepler said the Planning Commission's time has been spent on the unsheltered and the recent ordinance.
