Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Consideration of the Mt. Baker Highway / Britton Road Annexation p. 3 Consisting of Approximately 75-Acres Located Within the City's Northern Urban Growth Area Planner Moshe Quinn presented the annexation ordinance. The area will be served by Bellingham Police and Fire Departments. Planning Director Rick Sepler and Assistant Planning Director Greg Aucutt answered questions from the Council. An Ordinance Providing for an In-Lieu-Of Payment Related to PERS p. 35 Contributions and PERS Membership City Attorney Peter Ruffatto presented the ordinance and provided more information on the policy basis, background, and highlights of the ordinance. Benefits and Payroll Manager Alyssa Bronson answered questions from the Council. Gene Knutson / Pinky Vargas moved to recommend approval of the ordinance. MOTION CARRIED 5-2. Opposed: Daniel Hammill, Hannah Stone 22082 3. An Ordinance Adopting the 2019-2020 Biennial Budget of the City of p. 41 Bellingham Budget Manager Forrest Longman presented the ordinance. Michael Lilliquist / Gene Knutson moved to adopt the budget amendments as outlined in the staff memo. MOTION CARRIED 6-1. Daniel Hammill opposed. Michael Lilliquist / Terry Bornemann moved to shift the funding source for the Boulevard Park Utility Relocation Project from the Greenways Fund to the REET Fund. MOTION CARRIED 4-3. April Barker, Daniel Hammill, and Pinky Vargas opposed. Terry Bornemann / Gene Knutson moved to increase the Fire Department's FTEs by adding 2 new firefighters for 2020 using banked capacity or a public safety levy. MOTION CARRIED 4-3. April Barker, Daniel Hammill, and Pinky Vargas opposed. April Barker / Gene Knutson moved approval of the amendment to add limited closed captioning to BTV for evening City Council meetings. MOTION CARRIED 7-0. Gene Knutson / Michael Lilliquist moved to reccommend approval of the budget ordinance with amendments. MOTION CARRIED 5-2. April Barker and Daniel Hammill opposed. 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knuston / Michael Lilliquist moved approval of the November 19, 2018 Committee meeting minutes as written. MOTION CARRIED 7-0. Old/New Business Councilmember April Barker said a group that her and Councilmember Hammill joined went to a retreat/training on decreasing young adult incarceration. They would like to put it in an Agenda Bill for the December 10 meeting to talk about how they are moving forward and to gain feedback from the Council. She asked if it should be in the Justice Committee or Committee of the Whole. Michael Lilliquist suggested putting it in the Justice Committee but having that meeting occur right before Committee of the Whole so all members could attend. Councilmember Michael Lilliquist said he wanted to follow up on the land division ordinance. The development community thinks that certain conversations didn't get the chance to continue. He said it feels to some that it was approved too soon. Mayor Kelli Linville said the ordinance is on the agenda next Monday, but she sees Council ready to move forward with third and final.
