Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee Of The Whole Daniel Hammill, Chair April Barker; Gene Knutson; Pinky Vargas; Terry Bornemann; Michael Lilliquist, Hannah Stone 22156 1. Overview of the City of Bellingham 2018 Comprehensive Emergency p. 3 Management Plan Fire Department Chief Bill Newbold introduced Emergency Manager Lynn Sterbenz who recently started with the City. Sterbenz presented the Comprehensive Emergency Management Plan (CEMP), which is designed to meet the requirements as described in WAC 18-30 and RCW 38.52. The CEMP outlines broad objectives that provide for the protection of life and property within the capabilities of available resources. It is a guide for those agencies that have a role in emergency response and recovery, but it is not a prescribed action plan. The Mayor, Fire Chief and City Council make up the Emergency Council. Councilmember Barker said the Emergency Council needs to meet in a work session at least once a year and suggested the Council talk about it at their reorganization meeting in the New Year. Sterbenz said whoever is elected Committee Of The Whole Minutes Page 1 December 10, 2018  Mayor Pro-Tempore needs to meet with her to get trained on their responsibilities. April Barker / Gene Knutson moved to recommend approval and adoption of the Comprehensive Emergency Management Plan. MOTION CARRIED 7-0. 2. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Terry Bornemann moved to recommend approval of the December 3, 2018 Committee meeting minutes. MOTION CARRIED 7-0. 3. Old/New Business Councilmember Terry Bornemann said he has been getting inquiries about why nothing is happening on the Waterfront. He asked to get a report after the first of the year detailing what the problems are and what can be done about them. Mayor Kelli said yes and that she will send Council an email detailing how the City is following up on all the things they are doing with the Waterfront. It is her understanding that there have not been any timeframes broken, and if there were, the Port would take action. Councilmember April Barker said she is still feeling confident in moving forward with the subdivision code third and final reading, but there are two things that need to move forward at the beginning of the year: the master planning ordinance and grading. Rick Sepler said he sent a matrix with key outstanding issues provided by BIAWC and met with their entire legislative committee. The significant aspect of their concerns have been addressed. Mayor Kelli shared a solution the Police Department has implemented to language barriers when communicating with people in the field. Police Chief David Doll presented a video and explained the technology that they use in order to communicate with people who may speak a different language than the officer.
