Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Resolution Honoring Sikh Community Councilmember Michael Lilliquist presented the resolution. Council asked questions and had a discussion. Gene Knutson / Terry Bornemann moved to recommend approval of the resolution. MOTION CARRIED 7-0. 22305 2. Discussion of Housing Affordability-Related Legislation Committee Of The Whole Minutes Page 1 May 6, 2019  Deputy Administrator Brian Heinrich introduced the discussion and provided information regarding affordable housing legislation that was recently passed. Council asked questions and had a discussion following the presentation. Information only. 22306 3. Resolution Authorizing 2019 HUD Annual Action Plan Housing Program Manager Samya Lutz introduced the resolution, which will authorize the 2019 Annual Action Plan as required by HUD. Council asked questions and had a discussion following the presentation. Terry Bornemann / Pinky Vargas moved to recommend approval of the resolution. MOTION CARRIED 7-0. 22307 4. Bellingham Police Unmanned Aircraft System (UAS) Operations Police Chief David Doll introduced the presentation and read part of the policy around the Unmanned Aircraft System (UAS). Lieutenant Don Almer provided the presentation of the Bellingham Police Department's Unmanned Aircraft System (UAS) operations. Council asked questions and had a discussion following the presentation. Information only. 5. Approval of City Council Committee and/or Special Meeting Minutes Pinky Vargas / Gene Knutson moved to approve the March 27, 2019 Special Meeting Minutes as submitted. MOTION CARRIED 7-0. Gene Knutson / Pinky Vargas moved to approve the April 22, 2019 Committee Meeting Minutes as submitted. MOTION CARRIED 7-0. 6. Old/New Business Councilmember Bornemann wanted to show his deep respect and gratitude for Roger Lee, who passed recently. He was very instrumental in the City's Woodstock Farm. Committee Of The Whole Minutes Page 2 May 6, 2019  Councilmember Knutson attended the blessing of the fleet over the weekend. It was a great event, and the fleet was ecstatic to have the Bellingham Flag being flown on their first ship out to sea. Councilmember Vargas wanted follow up on the public safety issue of Hohl's Feed and Seed and the cleanup of fire debris. She also mentioned the piling under water at Waypoint Park that affects water recreation. She suggested putting buoys where the pilings are for people's awareness when operating jet skis and kayaks. She also requested a report out on the City's progress for finding our low barrier shelter area and the status of it. She also suggested partnering with the Lighthouse Mission to build a deck to alleviate foot traffic for safety on Holly Street. Councilmember Lillilquist wanted to mention he is researching an issue to do with rental housing history and background checks and is looking to see if there are rules against us doing it in Bellingham.
