Call to Order
Roll Call
Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Please be advised that if the City Council is ahead of schedule, they may start with old/new
business before the official Committee of the Whole meeting time.
1. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Terry Bornemann moved to recommend approval of the July 15,
2019 Committee Meeting Minutes as submitted.
MOTION CARRIED 6-0.
Abstained: April Barker
2. Old/New Business
Councilmember Bornemann would like to get an update from the Port on
Waterfront redevelopment.

Councilmember Hammill met with a company called Abilitrek that does
accessibility consulting and analysis. He would like them to do some level of
accessibility for the at least the Council Office and City Council Chambers.
Councilmember Hammill reported that the Incarceration Prevention and
Reduction Task Force (IPRTF) recently unanimously adopted a focus on
prevention. The IPRTF may form another committee that would be focused on
upstream prevention.

Committee of the Whole entered executive session at 3:09 PM to discuss the
following items:
1. Police Guild Settlement, Arbitration Award (Johnson, approx. 5 mins)
2. Litigation: Appeal of Critical Areas Permit CAP2019-0059 (Erb, approx. 15
mins)
3. Litigation: Ginn v. City of Bellingham, et. al. (Brady, 20 minutes)
4. Litigation: Young v. Pena et. al. (Brady 15 minutes)
Council President Pro-Tempore Michael Lilliquist reconvened Committee of the
Whole to adjourn the meeting at 4:09 PM.
