City of Bellingham Committee Of The Whole Minutes August 26, 2019, 2:50 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members Gene Knutson, Chair www.cob.org/council Terry Bornemann, April Barker All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Council President Hammill convened the meeting to enter into executive session at 1:00 PM. There was a qurorum of Councilmembers in the Mayor's Board Room. He returned at 1:15 PM to extend the executive session. Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee Of The Whole Daniel Hammill, Chair April Barker; Gene Knutson; Pinky Vargas; Terry Bornemann; Michael Lilliquist, Hannah Stone Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 22407 1. Approval of an Updated Interlocal Agreement with the Bellingham p. 3 School District Parks and Recreation Department Director Leslie Bryson presented the Interlocal Agreement. Council asked questions and had a discussion following the presentation. Gene Knutson / Pinky Vargas moved to recommend approval of the interlocal agreement. MOTION CARRIED 7-0. Interim Ordinance to Allow Temporary Encampments in Buildings to p. 17 be Established in Public Zoning Districts Through a Type II Review Process and to Exempt Very Short Term Adverse Weather Shelters Planning and Community Development Director Rick Sepler presented the interim ordinance. Gene Knutson / Michael Lilliquist moved to recommend approval of the interim ordinance. MOTION CARRIED 7-0. 22409 3. Update on Safe Spaces p. 24 Mayor Kelli Linville introduced Moonwater from the Whatcom Dispute Resolution Center. Moonwater provided an update on the City's Safe Spaces pilot program. Council asked questions and had a discussion following the presentation. Information only. 4. Approval of City Council Committee and/or Special Meeting Minutes There were no minutes submitted for approval at this time. 5. Old/New Business Councilmember Vargas asked about for an update on the Fire Department's Strategic Plan timeline. Councilmember Stone spoke about the possibility of starting an Anti-Hate campaign. Councilmember Stone requested that Council takes on diversity training as they move forward with this type of work. There were no objections from Council. Councilmember Hammill is going to Denver next week for a children's innitiative conference and Boston next month with Generations Forward. He wanted to keep the Council informed of his activities. Councilmember Barker said the Library Report is almost finished and there will be a presentation on the results at a later date. Adjournment Committee of the Whole adjourned at 4:15 PM.
