Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Resolution Exempting the Women's Winter Shelter at Civic Field from p. 3 State Building Code Requirements in Order to Provide Housing for Indigent Persons Consistent with the Provisions of RCW 19.27.042 Mayor Kelli Linville thanked Rick Quals and the work of the Fountain Community Church over the past 3 years. Planning and Community Development Director Rick Sepler presented the resolution. Council asked questions and had a discussion following the presentation. Michael Lilliquist / Gene Knutson moved to recommend approval of the resolution. MOTION CARRIED 7-0. Committee Of The Whole Minutes Page 1 October 7, 2019 22430 2. An Ordinance Regarding Alignment Between Departmental Policies p. 7 and Engrossed Second Substitute Senate Bill 5497 (E2SSB 5497) and to Develop an Immigration Advisory Board to Facilitate Ongoing Community Participation and Offer Advisory Feedback on Issues R Councilmember Stone brought forward an updated ordinance. The Council decided to bring back this item to the next Committee of the Whole meeting. 4. Old/New Business Councilmember Bornemann spoke about an article in the paper about a robbery that happened at Bellis Fair Mall. A gun was pulled, and the robber threatened people at the store. Our Police Department stopped them but didn’t use lethal force. In some jurisdictions reaching for a gun is justification for shooting. He is proud of our Police Department. Lives were saved. Councilmember Barker said a phone poll has been going around that is causing people to think the Council has been given recommendations from the Climate Action Task Force. Mayor Kelli Linville suggested using the Council's social media account to combat it. 3. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Gene Knutson moved to recommend approval of the September 23, 2019 Committee meeting minutes as submitted. MOTION CARRIED 7-0. 22447 5. Presentation of the 2019-2020 Mid-Biennium Adjustment p. 12 Mayor Kelli Linville presented the 2019-2020 Mid-Biennium Adjustment. Budget Manager Forrest Longman presented the proposed budget changes. The work session occurred in the Mayor's Boardroom, and the meeting audio can be listened to here. The discussion included presentations from Public Works, Information Technology, Planning and Community Development, Municipal Court, Parks and Recreation, Library, Finance and Museum.
