The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Hearing Examiner Annual Report to Council p. 43 Planning and Community Development Director Rick Sepler introduced the presentation. Hearing Examiner Sharon Rice presented the annual report. Consideration of a Package of Amendments to the Waterfront District p. 48 Sub-Area Plan and Related Documents Planning and Community Development Director Rick Sepler introduced the presentation. Senior Planner Steve Sundin presented the sea level rise implications. Development Services Manager Kurt Nabbefeld presented lighting requirements and green building standards. Economic Development Manager Tara Sundin presented about living wages and WTA bus service. Assitant Director of Planning and Community Development Greg Aucutt presented the changes to the ordinance. Brian gouran of the Port of Bellingham presented the visitor moorage facilities. Council asked questions and had a discussion following the presentation. April Barker / Michael Lilliquist moved to direct the Mayor to work with staff to bring back the unintended and intended consequences on upping our standard for sustainablility and building practices. MOTION CARRIED 6-1, Gene Knutson opposed. Michael Lilliquist / April Barker moved to adopt the first of the Planning Commission's recommendations. MOTION CARRIED 7-0. Gene Knutson moved not to adopt the Planning Commission's second recommendation. MOTION CARRIED 6-1. April Barker opposed. 22463 5. 2020 Revenue Forecast p. 85 Budget Manager Forrest Longman presented the 2020 Revenue Forecast. For information only. 22430 6. An Ordinance Establishing an Immigration Advisory Board p. 106 Committee Of The Whole Minutes Page 2 October 21, 2019  Councilmember Stone presented the ordinance. Council asked questions and had a discussion. Hannah Stone / Pinky Vargas moved to amend the proposed ordinance by striking "including but not limited to its agencies and departments" in section 2. MOTION CARRIED 7-0. Gene Knutson / April Barker moved to recommend approval of the ordinance as amended. MOTION CARRIED 7-0. 22464 7. A Resolution Setting the Dates and Times of the 2020 City Council p. 110 Meetings Council President Hammill presented the resolution. Pinky Vargas / Gene Knutson moved to change the August 17, 2019 meeting to August 24, 2019. MOTION CARRIED 6-1. Michael Lilliquist opposed. Pinky Vargas / Gene Knutson moved to amend the calendar to move the November 23, 2019 meeting to November 16, 2019. MOTION FAILED 2-5. Hannah Stone, Michael Lilliquist, Daniel Hammill, April Barker, Terry Bornemann opposed. April Barker / Pinky Vargas moved to recommend approval of the resolution as amended. MOTION CARRIED 7-0. 22447 10. Work Session on the Proposed Changes to the 2019-2020 Budget p. 114 Police Chief David Doll presented the Police Department's proposed changes to the 2019-2020 budget. Fire Chief Bill Hewett presented the Fire Department's proposed changes to the 2019-2020 budget. Information only. 8. Approval of City Council Committee and/or Special Meeting Minutes Councilmember Barker made an amendment to the minutes to include another item under the Chestnut Bridge alternatives during Committee of the Whole: proceed with reducing the lefthand queu length. Committee Of The Whole Minutes Page 3 October 21, 2019  Terry Bornemann / Gene Knutson moved to recommend approval of the October 7, 2019 Committee Meeting minutes as amended. MOTION CARRIED 7-0. 9. Old/New Business Councilmember Bornemann requested the Chair to keep the Regular Public Comment period to 20 minutes during the Regular City Council Meeting. The Council agreed with this request. Councilmember Vargas requested the executive staff and Council President to work together on the City Council agenda in regards to prioritization and timing. Councilmember Hammill reported that he will be absent on November 4, 2019. Adjournment Committee of the Whole adjourned to executive session at 5:01 PM to discuss the following items: 1.
