Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Adopt Resolution Regarding a Sales and Use Tax for Affordable and p. 3 Supportive Housing Under RCW 82.14.540 (SHB 1406) Economic Development Manager Tara Sundin presented the resolution. Council asked questions and had a disscussion following the presentation April Barker / Gene Knutson moved to amend the resolution to replace "the attached memorandum" with "the memorandum attached to resolution 2019- 25" on page 1 of the resolution. Consider a Recommendation from the Historic Preservation p. 7 Commission Regarding the Renaming of the "Pickett Bridge" Planning and Community Development Director Rick Sepler presented the recommendation. Development Specialist Katie Franks was also present. Council asked questions and had a discussion following the presentation. Pinky Vargas / Terry Bornemann moved to accept the recommendations of the Historic Preservation Commission. MOTION CARRIED 7-0. 22494 3. Resolution Exempting the Winter Shelters from State Building Code p. 225 Requirements in Order to Provide Housing for Indigent Persons Consistent with the Provisions of RCW 19.27.042 Planning and Community Development Director Rick Sepler presented the resolution. April Barker / Gene Knutson moved to recommend approval of the resolution. MOTION CARRIED 7-0. 22495 4. Overview of Winter and Severe Weather Shelter Options for those p. 228 Experiencing Homelessness Economic Development Manager Tara Sundin presented the overview. Councilmembers asked questions and had a discussion following the presentation. Information only. 22434 5. Consideration of a Package of Amendments to the Waterfront District p. 232 Sub-Area plan and Related Documents Planning and Community Development Assistant Director Greg Aucutt brought forward the package of amendments. Council asked questions and had a discussion following the presentation. April Barker/ Pinky Vargas moved to request that for smaller watercraft (from land to water) making sure it is ADA accessible. MOTION CARRIED 7-0. Committee Of The Whole Minutes Page 2 November 18, 2019  April Barker / Gene Knutson moved to add language in the honoring the traditional and industrial history that defines what cultural facilities means. MOTION CARRIED 7-0 Michael Lilliquist / April Barker moved to request staff to reexamine the sub- area plan's multimodal circulation chapter to look at the type II local streets and to look at alternative language in that section where the auto lane is not shared with bikes and to see if there are any consequent adjustments to the right of way width language that is needed. MOTION FAILED 1-6. Michael Lilliquist / Pinky Vargas moved to ask staff to look at applying the 12 year tax exemption for affordable housing to the Waterfront District and to report back to Council sometime early next year. MOTION CARRIED 7-0. Michael Lilliquist / April Barker moved to direct staff to look at the three substantive changes in the memo he brought forth today and bring back their feedback, which includes: 1. Preparing buildings with a dual piping system ahead of time 2. Making buildings solar ready 3. Increasing the construction waste recycling from the current 50% of the non- hazardous demolition waste to 75% MOTION CARRIES 5-2. Terry Bornemann and Gene Knutson opposed. 22496 6. Consideration of a Resolution Authorizing the Mayor to Enter Into a p. 376 Modification of the Waterfront District Development Agreement with the Port of Bellingham This item will be discussed at a later date. 22497 7. Consideration of an Update to the Interlocal Agreement for Facilities p. 403 with the Port of Bellingham for the Waterfront District This item will be discussed at a later date. 8. Approval of City Council Committee and/or Special Meeting Minutes Terry Bornemann / April Barker moved to recommend approval of the November 4, 2019 Committee Meeting Minutes as submitted. Old/New Business Councilmember Vargas attended the County/Port/City/Whatcom Unified storm preparedness meeting last week and she thinks the organizations have done a great job coordinating and getting prepared. As a PSA, she wanted to remind everybody as the weather starts to get a little bit more dicey, to keep a preparedness pack in your car and at your home because we don't know what's coming. She wanted to remind everybody to be prepared and thank our emergency management department for all the work they have done in collaborating with the County. Councilmember Knutson shared that him and his wife attended the Peace Builder Awards Dinner last Friday and it was a wonderful evening. The Incarceration Prevention Task Force got a well deserved award. He wanted to say thank you to Councilmember Hammill and Mayor Kelli for their work on the task force. Councilmember Hammill had a meeting with several people and representative Lakanoff last weekend. he let her know that we want resources and funding for mental health and behavioral health and housing, and he thinks it was received pretty well. Mayor Kelli Linville wanted to follow up regarding the City and County's joint legislative agenda. She said she asked the legislators if they would like to come to a Council meeting so the Council could talk personally with them about their priorities.
