The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Presentation by the City Council's Climate Action Task Force p. 3 Interim Public Works Director Eric Johnston introduced the presentation. Legislative Analyst Mark Gardner, Erin McDade, Rick Nicholson, Don Goldberg, Lynn Murphy, Christine Grant, and Charles Barnhart presented the Climate Action Task Force recommendations. Gene Knutson / Michael Lilliquist moved to direct staff to provide a comparison between the Climate Action Task Force recommendations and the adopted Climate Action Plan on January 13, 2020, as well as create a climate action standing committee. MOTION CARRIED 7-0. Committee Of The Whole Minutes Page 1 December 9, 2019  April Barker / Michael Lilliquist moved to have staff start the process to docket and bring back policies that align with a new goal in the comprehensive plan that says "safeguard the future health and public safety of our community by converting our fuel sources to electricity and ensuring those sources are 100% renewable." MOTION FAILED 4-3. Pinky Vargas, Gene Knutson, Daniel Hammill, Terry Bornemann opposed. Information only. 22434 2. Consideration of a Package of Amendments to the Waterfront District p. 333 Sub-Area Plan and Related Documents Planning and Community Development Director Rick Sepler introduced the item and presented the updated language. April Barker / Pinky Vargas moved to add "owned and/or" before the word "operated" in the Cultural Facilities section. MOTION CARRIED 7-0. April Barker / Gene Knutson moved to adopt the language as amended regarding cultural facilities. MOTION CARRIED 7-0. Gene Knutson / Pinky Vargas moved to accept the updated ADA language. MOTION CARRIED 7-0. Pinky Vargas / Terry Bornemann moved to accept the package of amendments to the Waterfront District Sub-Area Plan and Related Documents. MOTION CARRIED 7-0. 22496 3. Consideration of a Resolution Authorizing the Mayor to Enter Into a p. 306 Modification of the Waterfront District Development Agreement with the Port of Bellingham Gene Knutson / Michael Lilliquist moved to recommend approval of the resolution. Consideration of an Update to the Interlocal Agreement for Facilities p. 470 with the Port of Bellingham for the Waterfront District Gene Knutson / Michael Lilliquist moved to recommend approval of the update to the Interlocal Agreement. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / April Barker moved to recommend approval of the November 18, 2019 Committee Meeting Minutes as submitted.
