Call to Order
Roll Call
Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

22572 1. Review of the Planning and Community Development Department's
2020 Work Program
Planning and Community Development Director Rick Sepler provided the
presentation. Council asked questions and had a discussion following the
presentation.

20767 2. Consideration of an Ordinance Creating an Incentive Program for
Innovative Affordable Low-Income Homeownership Projects

Director Rick Sepler introduced the presentation. Development Services
Manager Kurt Nabbefeld presented the ordinance. Council asked questions and
had a discussion following the presentation.
Pinky Vargas / Daniel Hammill moved to hold a Public Hearing on an Ordinance
Creating an Incentive Program for Innovative Affordable Low-Income
Homeownership Projects. MOTION CARRIED 6-0-1. Gene Knutson excused.
MOTION CARRIED 7-0.
22573 3. Outreach and Enforcement Update on Complaints Concerning Illegal
Tent Encampments
Lieutenant David Crass introduced the presentation. Cleanup Coordinator
Claudia Vizcarra provided the presentation. Council asked questions and had a
discussion following the presentation.

4. Approval of City Council Committee and/or Special Meeting Minutes
Daniel Hammill / Michael Lilliquist moved to recommend approval. MOTION
CARRIED 6-0-1. Gene Knutson excused.
MOTION CARRIED 7-0.
5. Old/New Business
Councilmember Lilliquist introduced a rank choice voting resolution and
requested to bring this item forward at the next Council meeting. Lisa Anderson
/ Daniel Hammill moved to bring this forward to Committee of the Whole.
MOTION CARRIED 6-0-1. Gene Knutson excused.
Councilmember Anderson would like to explore a conversation to see if there
could be a couple more days of extra time for Councilmembers to process the
packet. The Mayor's Office will look at potential options and get back to Council.
Adjournment
Committee of the Whole adjourned for Executive Session at 3:55 PM to discuss
