City of Bellingham Committee Of The Whole Minutes April 27, 2020, 1:00 PM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members Hannah Stone, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Lisa Anderson, Michael Lilliquist and All meetings are held in the City Hall Council Chambers at Hollie Huthman 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Draft Process for Review of Climate Policy Process and Development p. 3 of a Climate Implementation Plan Mayor Seth Fleetwood introduced the item. Interim Public Works Director Eric Johnston elaborated and highlighted the fact that there is no action or direction being requested of Council at this time. Assistant Director of Public Works Renee LaCroix introduced the City's new Climate and Energy Manager Seth Vidana. LaCroix and Vidana provided the presentation. Council asked questions and had a discussion following the presentation. Information only. 22627 2. Priorities and Timeline for 2021-2022 Biennial Budget p. 20 Committee Of The Whole Minutes Page 1 April 27, 2020 Mayor Seth Fleetwood introduced the presentation. Budget Manager Forest Longman provided the presentation. Council asked questions and had a discussion following the presentation. Information only. 3. Old/New Business Councilmember Michael Lilliquist asked the Mayor about ideas for local business relief funding. Councilmember Pinky Vargas mentioned a shortage of TP at public access places around the community for those who are unsheltered. Interim Public Works Director Eric Johnston explained that the restocking responsbility belongs to Sanitary Service Company. Adjournment Committee of the Whole adjourned to executive session at 1:57 PM to discuss the following item: Potential Litigation (Stamps, approx. 10 mins) Council President Gene Knutson reconvened Committee of the Whole to adjourn at 2:20 PM. Per Washington State Proclamation 20-28, in-person attendance at meetings is prohibited at this time. Council meetings are streamed live via the City’s website at meetings.cob.org and on the City’s YouTube channel. Meetings are broadcast in high definition on BTV on Comcast channel 321, and in standard definition on Comcast channel 10. Members of the public who do not have cable or Internet access may contact the City Council office to receive phone numbers in order to listen to the meeting via telephone. Please note there will be no public comment taken at City Council meetings until further notice. Instead, community members are respectfully asked to submit comments by e-mail to ccmail@cob.org or by phone to (360) 778-8200.
