City of Bellingham Committee Of The Whole Minutes May 18, 2020, 1:00 PM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members Hannah Stone, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Lisa Anderson, Michael Lilliquist and All meetings are held in the City Hall Council Chambers at Hollie Huthman 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee Of The Whole Gene Knutson, Chair Hannah Stone, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 22638 1. Bid Award for 2020 Watermain Replacement, EW-0234, BID #7B-2020 p. 3 Interim Public Works Director Eric Johnston presented the bid award. Michael Lilliquist / Daniel Hammill moved to recommend approval of the bid award. MOTION CARRIED 7-0. 22639 2. Bid Award for 2020 Overlay - Bill McDonald Parkway and Britton Road p. 8 Project ES-0554, Bid 19B-2020 Interim Public Works Director Eric Johnston presented the bid. Council asked questions and had a discussion following the presentation. Right-of-Way Dedication on 40th Street Between Elwood Avenue and p. 14 Dumas Avenue Interim Public Works Director Eric Johnston presented the right-of-way dedication. Daniel Hammill / Lisa Anderson moved to recommend approval of the right-of- way dedication. MOTION CARRIED 7-0. 22025 4. Consideration of an Emergency Ordinance to Extend the Moratorium p. 23 on Development Applications and Permits Relating to the Redevelopment of Existing Mobile Home or Manufactured Home Parks Planning and Community Development Director Rick Sepler presented the ordinance. Council asked questions and had a discussion following the presentation. Pinky Vargas / Hollie Huthman moved to recommend approval of the emergency ordinance. MOTION CARRIED 7-0. 22641 5. An Ordinance Amending the 2019-2020 Biennial Budget Decreasing p. 33 Appropriations in the General Fund Deputy Finance Director Forest Longman presented the ordinance. Finance Director Andrew Asbjornsen spoke to the ordinance as well. Councilmembers asked questions and had a discussion following the presentation. Lisa Anderson / Michael Lilliquist moved to recommend approval of the ordinance. MOTION CARRIED 7-0. 7. Old/New Business Councilmember Lisa Anderson said that Interim Public Works Director Eric Johnston asked Council to take a look at the three categories for the TIP that is coming forward for a public hearing at the regular meeting. The categories were Committee Of The Whole Minutes Page 2 May 18, 2020 listed as "secure, safe, and clean" and he asked that people get creative with ideas for renaming the categories. Councilmember Anderson suggested "transportation, improvement, investment, and innovation." Adjournment Committee of the Whole adjourned to executive session at 1:51 PM to discuss the following items: 1. Potential Litigation (Stamps, approx. 15 mins) 2. Labor Relations: Discuss Bargaining Strategy (Johnson, approx. 15 mins) Council President Knutson reconvened Committee of the Whole to adjourn the meeting at 2:19 PM. Per Washington State Proclamation 20-28, in-person attendance at meetings is prohibited at this time. Council meetings are streamed live via the City’s website at meetings.cob.org and on the City’s YouTube channel. Meetings are broadcast in high definition on BTV on Comcast channel 321, and in standard definition on Comcast channel 10. Members of the public who do not have cable or Internet access may contact the City Council office to receive phone numbers in order to listen to the meeting via telephone. Please note there will be no public comment taken at City Council meetings until further notice.
