Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Draft 2021-2026 Transportation Improvement Program (TIP) p. 4 Public Works Director Eric Johnston presented. Council asked questions and had a discussion following the presentation. Proposed Emergency Ordinance to Temporarily Waive Certain p. 44 Permitting Requirements for Short-Term Closures of Residential Streets to Facilitate Outdoor Exercise and Recreation During the COVID-19 Health Crisis Committee Of The Whole Minutes Page 1 June 8, 2020  Public Works Director Eric Johnston presented the emergency ordinance. Bid Award for the Library Central Branch Remodel & Renovation p. 49 Project, Bid #28B-2020 Public Works Director Eric Johnston presented the bid award. Library Director Rebecca Judd spoke about the project. Council asked questions and had a discussion following the presentation. An Ordinance Increasing Appropriations and Transferring Funds to p. 54 Fully Fund the Central Library Refurbishment Public Works Director Eric Johnston presented the ordinance. Approval of an Interagency Agreement with the Department of p. 58 Commerce for CARES Act Funding Finance Director Andrew Asbjornsen presented the agreement. Daniel Hammill / Michael Lilliquist moved to recommend approval of the agreement. MOTION CARRIED 7-0. 22650 6. Resolution Approving an Interlocal Cost Sharing Agreement Between p. 79 the City of Bellingham and Whatcom County Related to COVID-19 City Attorney Peter Ruffatto introduced the resolution. Community and Economic Development Manager Tara Sundin elaborated on the resolution. Daniel Hammill / Pinky Vargas moved to recommend approval of the agreement. MOTION CARRIED 7-0. Results of Filter 1 of the Climate Policy Approval Process p. 95 Assistant Director of Public Works Renee LaCroix introduced the presentation. Climate and Energy Manager Seth VidaNa provided the presentation. Council asked questions and had a discussion following the presentation. 22652 9. Resolution Authorizing 2020 Housing and Urban Development (HUD) p. 109 Annual Action Plan Housing and Human Services Manager Samya Lutz presented the resolution. Council asked questions and had a discussion following the presentation. Michael Lilliquist / Daniel Hammill moved to recommend approval of the resolution. MOTION CARRIED 7-0. 10. Approval of City Council Committee and/or Special Meeting Minutes 11. Old/New Business Councilmember Lilliquist asked the administration for an update on the emergency suspension of the plastic bag ban. Mayor Fleetwood responded. Councilmember Hammill questioned the Bellingham Police Department's response to armed people downtown. Bellingham Police Chief David Doll responded. Councilmembers Vargas and Stone expressed their concerns regarding this issue. Mayor Fleetwood and City Attorney Peter Ruffatto responded. Councilmember Lilliquist asked Mayor Fleetwood to ask the members of the Immigration Advisory Board to look at the resolution sent to Council in support of immigrants and refugees. Councilmember Stone already sent the resolution to the Mayor's Office for this purpose. Committee Of The Whole Minutes Page 3 June 8, 2020  Councilmember Lilliquist is part of the Business Assistance Team and wanted to give an update to the Council. The group is a multi-entity body meeting to talk about local business assistance with CARES act money and other funds. They are hoping to have one more meeting and be able to come back to the Council with what can be done with CARES act money and other funds to support local businesses. Michael Lilliquist moved to ask the Immigration Advisory Board to look at the resolution in support of immigrants. Adjournment Committee of the Whole adjourned at 3:06 PM.
