Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Bid Award for Squalicum Creek Reroute Phases 3 and 4, BID #34B- p. 4 2020 Public Works Director Eric Johnston presented the bid award. Council asked questions following the presentation. Ordinance Amending the Bellingham Municipal Code Chapter 15.14 p. 9 Regarding the City’s Industrial Wastewater Pretreatment Program Committee Of The Whole Minutes Page 1 June 22, 2020  Public Works Director Eric Johnston presented the ordinance. Daniel Hammill / Lisa Anderson moved to recommend approval. MOTION CARRIED 7-0. 22671 3. A Work Session to Consider Options for the "Family" Definition p. 77 Planning and Community Development Director Rick Sepler introduced the work session. Senior Planner Lisa Pool presented background information on the issue. Development Services Manager Kurt Nabbefeld discussed enforcement of the "family" definition in Bellingham. Senior Planner Lisa Pool provided recommended action options. Director Sepler discussed next steps. Council asked questions and had a discussion following the presentation. 22672 4. Resolution Authorizing the City to Apply for and Enter into a p. 84 Washington Wildlife and Recreation Program Grant for Assisting with Development of Cordata Community Park, Phase Two Parks and Recreation Director Nicole Oliver presented the resolution. Resolution Authorizing the City to Apply for and Enter into a p. 91 Washington Wildlife and Recreation Program Grant for Assisting with the Acquisition of the Bakerview Nursery Property for Future Park Development Parks and Recreation Director Nicole Oliver presented the resolution. Authorization of Cordata Church Trail Easement p. 100 Parks and Recreation Director Nicole Oliver presented the easement. Ordinance Authorizing Acquisition by Eminent Domain of Property for p. 114 the Purpose of Extending Orchard Drive/Birchwood Avenue Public Works Director Eric Johnston presented the ordinance. Council asked questions and had a discussion following the presentation. Daniel Hammill / Hollie Huthman moved to recommend approval of the ordinance. MOTION CARRIED 7-0. 22676 8. Discussion of Public Health, Safety, and Justice Committee Priorities p. 128 for the Remainder of the Year Councilmember Daniel Hammill presented the discussion and listed committee priorities. Public Health, Safety, and Justice committee members Hannah Stone and Hollie Huthman presented their priorities. Council had a discussion. Mayor Fleetwood shared his thoughts on the issue. 22677 9. Review of Bellingham Police Use of Force Policy p. 129 Bellingham Police Chief David Doll introduced the presentation. Deputy Chief Flo Simon shared her experience in the Bellingham Police Department. Leuitenant Don Almer provided an informational presentation on the Bellingham Police Department's Use of Force Policy. Council asked questions and had a discussion following the presentation. 10. Approval of City Council Committee and/or Special Meeting Minutes Daniel Hammill / Pinky Vargas moved to recommend approval. MOTION CARRIED 7-0. 11.
