Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Brian Heinrich, Deputy Administrator explained and reviewed 2021 Legislative
Objectives. He explained that the City partners with Whatcom County and the
Port of Bellingham to work on the 2021 objectives.
Council Members asked questions.
Council Member Vargas stated that she would like to add to the list that "we
support vote by mail" to the legislative list. Pinky Vargas/Michael Lilliquist
moved to approve the 2021 Legislative Objectives.
MOTION CARRIED 7-0.
2. Approval of City Council Committee and/or Special Meeting Minutes
Hollie Huthman / Daniel Hammill moved approval of the November 9, 2020
Committee minutes.
MOTION CARRIED 7-0.
3. Old/New Business
Council President announced that there are currently 106 speakers registered to
speak at tonight’s meeting.
Council Member Anderson reviewed a document that explained the objectives
for Whatcom Creek. She would like to see the list added to Public Work’s work
plan for next year. It outlines a Whatcom Creek restoration plan and provides
objectives and a proposal and a detailed plan.
Council Member Lilliquist suggested that it be added to the Public Works
Committee and discuss the work plan.
Lisa Anderson / Michael Lilliquist moved to add the proposed plan to the Public
Works Committee for more discussion and gain guidance by the Public Works
department. MOTION CARRIED 7-0.
Council Pinky Vargas asked the Mayor for an update about a tent encampment
surrounding City Hall. He reported that it has now grown across the street onto
the Library lawn. They have received outreach from other community partners
and clarify the intentions that are going on.

and in standard definition on Comcast channel 10. Members of the public who do not have
