Call to Order Roll Call Present: Council President Gene Knutson, Second Ward Council Member Hannah Stone, First Ward Council Member Daniel Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hollie Huthman, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee of the Whole Gene Knutson, Chair Hannah Stone, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 22841 1. Mayor's Reappointment of Sharon Rice as the Hearing Examiner for p. 4 the City of Bellingham Pinky Vargas / Daniel Hammill moved to recommend approval. Committee of the Whole Minutes Page 1 December 7, 2020 MOTION CARRIED 7-0. 21671 2. An Ordinance Terminating the Non-Exclusive Franchise for QWEST p. 5 Broadband Services, Inc. d/b/a Lumen Technologies (f/k/a CenturyLink) to Operate and Maintain a Cable Television System within the City James Erb, Assistant City Attorney, explained that the request relates only to cable TV services. It has no relationship to broadband or high-speed internet services. Daniel Hammill / Lisa Anderson moved to recommend approval to terminate the non-exclusive franchise agreement. MOTION CARRIED 7-0. 22602 3. Consideration of Amendments to County-Wide Planning Policies to p. 11 Establish the "Buildable Lands" Program and Dispute Resolution Procedures Pinky Vargas / Daniel Hammill moved to recommend approval. MOTION CARRIED 7-0. 22775 4. An Ordinance Adopting 2021-2022 Biennial Budget p. 16 Forrest Longman, Deputy Finance Director, explained that the changes that are included in the ordinance but have not been explicitly added to the preliminary budget by Council and can be added by adopting the ordinance are: Furloughs that have been made consistent across impacted groups - $230,717 General Fund; $182,589 all other funds. Add $78,018 in Greenways to correct a calculation error in the budget software related to two park maintenance positions included in the published position list but not funded. Pinky Vargas / Lisa Anderson moved to recommend approval. MOTION CARRIED 7-0. 5. Approval of City Council Committee and/or Special Meeting Minutes of November 23, 2020 Hollie Huthman / Michael Lilliquist moved to recommend approval. MOTION CARRIED 7-0. Old/New Business Council Member Stone announced that her husband, Brad Stone, is serving on the Board of Directors for a local non-profit, Road to Home, and receives no compensation. Adjournment Committee of the Whole moved into Executive Session at 2:34 PM to discuss the following items: 1. Potential Property Acquisition. 2. Potential Property Acquisition. 3. Potential Property Acquisition. 4. Potential Litigation: Claim No. 2020-27. Council President Knutson reconvened the Committee of the Whole to adjourn at 2:52 PM.
