Call to Order Roll Call Present: Council President Gene Knutson, Second Ward Council Member Hannah Stone, First Ward Council Member Daniel Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hollie Huthman, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee of the Whole Gene Knutson, Chair Hannah Stone, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 22853 1. Ordinance to Adopt the 2018 International Fire Code with Local p. 3 Amendments Committee of the Whole Minutes Page 1 December 14, 2020 Ron Richard, Life Safety Division Chief and Fire Marshall, recommended approval of an ordinance that updates the fire code to reflect changes that were made in 2018. The updated code will be in effect starting February 2021. Michael Lilliquist / Daniel Hammill moved to recommend approval. MOTION CARRIED 7-0. 22854 2. Ordinance to Adopt the 2018 Washington State Building Code with p. 40 Local Amendments Sean Angeley, Building Official, provided an introduction on the proposed ordinance that adopts the 2018 Washington State Building Code with local amendments. The amendments take effect February 2021. Council Member Lilliquist asked that changes to ordinance be included and read at tonight's council meeting. Daniel Hammill / Pinky Vargas moved to approve the ordinance with the following amendments: Section 105.3.3 Time limitation of application. 1 - 4 No change 5. Whereas the COVID-19 pandemic and the Governor’s emergency declarations and proclamations are causing delays for an indeterminate period of time in the construction, inspection, and review of development projects. As such, the Building Official may grant a one time, six (6) month extension for all complete applications submitted as of March 23, 2020. This extension may be granted in addition to those allowed in numbers 1-4 above. The applicant must request an extension on a form provided by the City and pay any established extension fee. 105.5 Expiration 1-3 No change 4. Old/New Business Mayor Fleetwood explained that progress is being made regarding the homeless encampment on City Hall. Adjournment There being no further business, the meeting adjourned at 1:41 PM.
