Call to Order Roll Call Present: Council President Hannah Stone, First Ward Council Member Gene Knutson, Second Ward Council Member Daniel Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hollie Huthman, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee of the Whole Hannah Stone, Chair Gene Knutson, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 1. Approval of City Council Committee and/or Special Meeting Minutes Daniel Hammill / Hollie Huthman moved to approve the Committee Meeting minutes of December 14, 2020. MOTION CARRIED 7-0. Committee of the Whole Minutes Page 1 January 11, 2021  Huthman / Anderson moved to approve the minutes of the Special Meeting held on January 4, 2021. MOTION CARRIED 7-0. Council President Stone indicated she will give a report out at tonight's meeting on actions taken during the January 4, 2021 reorganization meeting. 2. Old/New Business The Mayor announced that they have started a new search for a Human Resources Director. An interview will be held on February 10 and will need a representative from Council to assist with the interview process. Council Member Anderson indicated that she would like to join the search committee. Michael Lilliquist/Dan Hammill moved to nominate Council Member Anderson to the Human Resources Position Search Committee. MOTION CARRIED 7-0. The Mayor added that one member from the Economic and Community Development Committee is needed to participate in the Consolidated Action Plan Process. This member serves to establish the housing and services priorites for approximately six million dollars in local and federal grants. One person is needed to attend a monthly Community Development Advisory Board meeting which meets on the second Thursday evening of the month at 6:00 PM. Council Member Lilliquist expressed interest on sitting on the Board. Council Member Huthman also expressed interest but would like to table the issue so she can check her schedule. Council President Stone announced that the issue will be tabled until this evening's meeting and will be brought up under Old/New Business for further consideration. Adjournment Committee of the Whole moved into Executive Session at 1:22 PM for approximately ten minutes to discuss the following item: 1.
