Roll Call Present: Council President Michael Lilliquist, Sixth Ward Council Member Hannah Stone, First Ward Council Member Hollie Huthman, Second Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Kristina Michele Martens, At Large Excused: Council Member Daniel Hammill, Third Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 23824 1. Recreational Vehicle Parking p. 3 On July 24th, 2023, Mayor Fleetwood proposed Council review a draft ordinance related to safe recreational vehicle (RV) parking including prohibiting RV parking within 1,000 feet of schools and childcare centers in conjunction with soliciting safe parking operators. Council Members discussed the draft ordinance and asked questions. The administration will return to discuss the outcome of the RFP for operators and with a refined proposal in September. 2. Old/New Business President Lilliquist highlighted the need to appoint a Council Member to the Whatcom County Opioid Multi-Agency Coordination (MAC) Group. Committee Of The Whole Minutes Page 1 August 14, 2023 Hollie Huthman / Lisa Anderson moved to recommend of Council Member Williams to serve on the Whatcom Opioid Multi-Agency Coordination (MAC) Group. MOTION CARRIED 6-0. Council Member Anderson requested information from Human Resources and Finance regarding the budget impacts of aligning the minimum wage payments for Guild of Pacific Northwest Employees with the proposed citizen initiative. Currently, City employees are exempt from the initiative if it is approved by the voters this fall. President Lilliquist highlighted the work of the Whatcom County Business and Commerce Committee, which was created by the County Council and is facilitated by the Port of Bellingham. President Lilliquist discussed hosting a City Council meeting at the new Pacific Street Operations Center. Eric Johnston, Public Works Director, will return with an estimated timeframe, likely in 2024. Mayor Fleetwood asked City Council if they're interested in adopting a statewide firearm regulation by reference that would prohibit firearm possession at City operated stadiums, convention centers, and at City Hall. Council expressed support for adopting an ordinance. Council moved into Executive Session at 4:30pm to discuss seven items until 4:50pm. 1. Potential Property Acquisition 2.
