Call to Order
Council President Lilliquist called the meeting to order at 2:30pm.

Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
23865 1. Adoption of a Resolution Amending the Fees for Accessory Dwelling Units, Infill p. 3
Housing Applications, and Street Vacation Requests
Blake Lyon, Planning and Community Development Director, and Kurt Nabbefeld, Planning
Development Services Manager, presented on the draft resolution revising application fees for
Accessory Dwelling Unit (ADU), Infill Housing, and Street Vacation requests. The resolution will
better align fees after processes were streamlined through recently passed ADU Ordinance #2023-
08-022, Infill Housing Ordinance #2022-01-002, and Street Vacation Ordinance #2023-09-029.
Council Members discussed the resolution and asked questions.
Daniel Hammill / Hollie Huthman moved to recommend approval of the resolution amending the
land use application fee schedule for accessory dwelling units, infill housing, and street vacations.
MOTION CARRIED 7-0.

23866 2. Proposed Staffing Changes in the City Council Office p. 10
Council President Lilliquist reviewed a proposal to increasing staffing in the City Council Office.
Council Members discussed and asked questions.
Hannah Stone / Daniel Hammill moved to recommend approval of the budget modification request
and to direct the administration to draft a budget ordinance for future consideration.
MOTION CARRIED 7-0.
23867 3. Urban Forestry Management Plan - Phase 3, Status Update p. 15
Eric Johnston, Public Work Director, Renee LaCroix, Assistant Director Natural Resources, and
Analiese Burns, Habitat & Restoration Manager, provided an overview of the Urban Forestry
Management Plan (UFMP). The UFMP serves as a strategic plan that helps maintain a healthy and
desirable urban forest through well-coordinated, consistent, efficient, and sustainable long-term
urban forest management.
Lisa Anderson / Kristina Michele Martens moved to recommend staff conduct an analysis of cost
and time to send a community mailer educating the public on right-of-way trees and processes,
and current fines.
MOTION CARRIED 6-0.

2023 meeting minutes.

Council Member Martens asked questions about inspections of 1210 Ellis St. Council Members
asked questions about the inspections and enforcement program.
Council moved into Executive session at 4:10pm to discuss seven items until 5:15pm.
