Roll Call Present: Council President Daniel Hammill, Third Ward Council Member Hannah Stone, First Ward Council Member Hollie Huthman, Second Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Jace Cotton, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 24026 1. Approval of the 1/29/2024 City Council Committee and Regular Meeting Minutes p. 3 Edwin H. "Skip" Williams / Michael Lilliquist moved to recommend approval of the January 29, 2024 meeting minutes. MOTION CARRIED 7-0. 24027 2. Approval of the 2/12/2024 City Council Committee and Regular Meeting Minutes p. 22 Edwin H. "Skip" Williams / Hollie Huthman moved to recommend approval of the February 12, 2024 meeting minutes. Committee Of The Whole Minutes Page 1 February 26, 2024  MOTION CARRIED 7-0. Council President Hammill discussed moving approval of Council meeting minutes to the evening Consent Agenda. Daniel Hammill / Edwin H. "Skip" Williams moved to recommend approval of moving meeting minutes to the Consent Agenda. MOTION CARRIED 7-0. 3. Old/New Business Note that Old/New Business occurred prior to the scheduled start time at 2:25pm. President Hammill highlighted the Mayor's press conference and Executive Order to address the fentanyl crisis in our community, focusing on item C (3), increasing availability of treatment options. The Incarceration Prevention and Reduction Task Force (IPRTF) is also focused on finding and addressing challenges with access to inpatient treatment. President Hammill added that the IPRTF will be electing new leadership at an upcoming meeting and the community as a whole is engaged and working together on this issue. Mayor Lund expressed gratitude for the partnership with Council and community partners. She invited Fire Chief Bill Hewett to share additional information about EMS work with Whatcom County Public Health and Whatcom County EMS about the creation of an overdose unit. He plans to return to Council with information in the near future. No Executive Session was held. Adjournment There being no further business, the meeting adjourned at 2:30pm.
