Call to Order
Council President Hammill called the meeting to order at 1:42pm.

Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
Please be advised that if the City Council is ahead of schedule, they may start with old/new business before
the official Committee of the Whole meeting time.
24185 1. An Ordinance Relating to the Establishment of Identity Theft Prevention Measures p. 3
for Registered Residential Properties throughout the City, Establishing a
Requirement for Secure, Locking Mail Receptacles in Chapter 6.15.050 of the
Bellingham Municipal Code
Blake Lyon, Planning and Community Development Director, returned for additional discussions on
the ordinance establishing identity theft prevention measures for registered residential properties
in the City. Council Members discussed the ordinance and asked questions.

Lisa Anderson / Michael Lilliquist moved to recommend approval of the ordinance relating to the
establishment of identity theft prevention measures for registered residential properties
throughout the City, Establishing a requirement for secure, locking mail receptacles in Chapter
6.15.050 of the Bellingham Municipal Code.
MOTION CARRIED 5-0.
24202 2. Interlocal Agreement for the Management of the Remedial Actions of the Cornwall p. 12
Avenue Landfill Cleanup and Modifications to Existing Interlocals between the Port
of Bellingham and the City of Bellingham Related to the Cleanup
Amy Kraham, Senior Assistant City Attorney, presented the interlocal agreement, which designates
the City of Bellingham as the lead manager of the cleanup at the Cornwall Avenue Landfill site. Due
to City ownership, the planned park, and the City's adjacent concurrent cleanup of the RG Haley
site, the City will serve as lead manager for the cleanup. Permits are under review and construction
is scheduled to begin in early 2025. Council Members discussed the ordinance and asked
questions.
Hollie Huthman / Jace Cotton moved to recommend approval of the interlocal agreement (ILA) for
the management of the remedial actions of the Cornwall Avenue landfill cleanup and modifications
to existing interlocal agreements between the Port of Bellingham and the City of Bellingham
related to the cleanup.
MOTION CARRIED 5-0.
3. Old/New Business
Mayor Lund shared that the administration will return with an update on the Immigration Advisory
Board and Immigrant Resource Center in September.
Council President Hammill thanked Fire Chief Hewett and other first responders for allowing him
to participate in a recent ride along related to the Ground-Level Response and Coordinated
Engagement (GRACE) program.
Council moved into Executive Session at 2:05pm to discuss five items until 2:44pm.
