Roll Call Present: Council President Hollie Huthman, Second Ward Council Member Hannah Stone, First Ward Council Member Daniel Hammill, Third Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward (Attended remotely) Council Member Michael Lilliquist, Sixth Ward Council Member Jace Cotton, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 24521 1. Consideration of a Major Modification to the Interlocal Agreement for Facilities p. 3 within the Waterfront District Between the Port of Bellingham and the City of Bellingham Tara Sundin, Community & Economic Development Manager, presented the revision to the Interlocal Agreement (ILA) between the Port of Bellingham and City of Bellingham for Facilities within the Waterfront District in order for the City to develop a Skatepark under the Roeder Avenue Bridge. Council Members discussed the ILA and asked questions. Committee Of The Whole Minutes Page 1 April 28, 2025 Daniel Hammill / Edwin H. "Skip" Williams moved to recommend approval of the modification to the Interlocal Agreement between the Port of Bellingham and City of Bellingham for Facilities within the Waterfront District. MOTION CARRIED 7-0. 2. Old/New Business Council Member Lilliquist requested support from Council to draft a letter with the Legislative Policy Analyst and Assistant Communications & Community Relations Director, which seeks to build rapport and connection with nearby Canadian communities. Council Member Hammill, Council Member Stone, and Council Member Williams highlighted the recent ribbon-cutting at the Little Squalicum Pier and thanked staff for their work to create the new amenity for the community. Council Member Stone followed up on her work to rewrite Resolution 2017-10, which she intends to bring forward in an upcoming Committee of the Whole meeting. Council moved into Executive Session at 4:10pm to discuss three items until 4:15pm. 1. Potential Property Acquisition 2. Potential Property Acquisition 3.
