Call to Order
Council President Huthman called the meeting to order at 1:36 p.m.

Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
Please be advised that if the City Council is ahead of schedule, they may start with old/new business before
the official Committee of the Whole meeting time.

Comprehensive Plan, Amending the Barkley Neighborhood Plan, Including Land Use
Areas 9, 13-20 And 25 and Amending the Land Use Development Code (Title 20) for
the Purpose of Adopting the Barkley Urban Village Subarea Plan and Associated
Development Regulations

Group, returned to Council to discuss the draft ordinance and answer questions from the July 21,
2025 Public Hearing. Council Members discussed the ordinance and asked questions.
Daniel Hammill / Michael Lilliquist moved to recommend approval of the ordinance relating to land
use and zoning, amending the Bellingham Comprehensive Plan, amending the Barkley
Neighborhood Plan, including Land Use Areas 9, 13-20 and 25, and amending the Land Use
Development Code (Title 20) for the purpose of adopting the Barkley Urban Village Subarea Plan
and associated development regulations with the removal of the nonconformity language in the
development regulations.
MOTION CARRIED 6-0.
24606 2. An Ordinance Establishing the Barkley Village Planned Action Pursuant to the State p. 101
Environmental Policy Act, Adding a new Section to BMC 16.30, and Amending BMC
16.30.020

Behee, Long Range Planning Manager, Kurt Nabbefield, Planning Development Services Manager,
Steve Sundin, Senior Planner, Amalia Leighton, Owner and Director of Engineering at Toole
Design, John Moullen, Development Consultant from Talbot Group, and Ben Besley, CEO of Talbot
Group, returned to Council to discuss the draft ordinance and answer questions from the July 21,
2025 Public Hearing. Council Members discussed the ordinance and asked questions.
Daniel Hammill / Edwin H. "Skip" Williams moved to recommend approval of the ordinance
establishing the Barkley Village Planned Action pursuant to the State Environmental Policy Act,
adding a new section to BMC 16.30, and amending BMC 16.30.020 with the additional notification
language if work is completed within 100 feet of the Transmountain pipeline.
MOTION CARRIED 6-0.
24607 3. A Resolution Authorizing the Mayor to Execute a Development Agreement with p. 127
Talbot Real Estate, LLC, Setting Forth the Terms and Conditions for the Anticipated
Buildout of Barkley Village
Blake Lyon, Planning & Community Development Director, Darby Galligan, Senior Planner, Chris
Behee, Long Range Planning Manager, Kurt Nabbefield, Planning Development Services Manager,
Steve Sundin, Senior Planner, Amalia Leighton, Owner and Director of Engineering at Toole
Design, John Moullen, Development Consultant from Talbot Group, and Ben Besley, CEO of Talbot
Group, returned to Council to discuss the draft resolution, and answer questions from the July 21,
2025 Public Hearing. Council Members discussed the resolution and asked questions.
Daniel Hammill / Edwin H. "Skip" Williams moved to recommend approval of the resolution
authorizing the Mayor to execute a development agreement with Talbot Real Estate, LLC, setting
forth the terms and conditions for the anticipated buildout of Barkley Village.
MOTION CARRIED 6-0.

4. Old/New Business
Joel Pfundt, Public Works Director, shared an update on the containment of the diesel spill at
Padden Creek.
Council moved into Executive Session at 2:50 p.m. to discuss five items until 3:35 p.m.
