comment period during committee sessions.
Call to order and roll call
Council President Stone called the meeting to order at 4 p.m.

24910 1. Acceptance of a grant from the State and Local Cybersecurity Grant Program for
cybersecurity projects
Summary:
Don Burdick, IT Director, and Joshua Knight, Senior Information Security Analyst,
presented the grant award from the State and Local Cybersecurity Grant Program for
cybersecurity projects. The grant will fund two projects, Payment Card Industry Data
Security Standard (PCI DSS) gap assessment and a zero-trust network access system.
Council Members discussed the grant and asked questions.
Action:
Jace Cotton / Daniel Hammill moved to recommend acceptance of the grant and
authorize the Mayor to enter into the grant agreement.
MOTION CARRIED 7-0.

24911 2. An update on Central Library interior renovations
Summary:
Rebecca Judd, Library Director, provided an update on the Central Library interior
renovation plans and timeline. Council Members discussed the project and asked
questions.

Summary:
There were no discussion items for Old/New Business.
Council moved into Executive Session at 4:30 p.m. to discuss five items until 5:00 p.m.

The City Council committee meetings are held in a hybrid format – watch or participate in person or
remotely.
In person:
All meetings are held in Council Chambers on the second floor of City Hall, 210 Lottie Street,
Bellingham unless otherwise noted.
Accessibility:
Elevator access to the second floor is available at City Hall’s west entrance. Hearing assistance is
available, and a receiver may be checked out through the Council office prior to the evening session.

meeting.
