Call to Order President Stone called the Community and Economic Development Committee to order at 1:30pm. Roll Call Present: Committee Chair Hollie Huthman, Second Ward Committee Member Michael Lilliquist, Sixth Ward Committee Member Kristina Michele Martens, At Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 23548 1. Interlocal Agreement with Whatcom County for Ground-Level p. 3 Response and Coordinated Engagement (GRACE) Services Tara Sundin, Community and Economic Development Manager, presented on the Interlocal Agreement. The ILA establishes Whatcom County as the administrator of the Whatcom Ground-Level Response and Coordinated Engagement (GRACE) Program. Coordinated administration with the City of Bellingham (COB) is required to administer direct services and monitor success of the program. The City will reimburse Whatcom County with up to $392,000 in GRACE Program costs annually, in 2023 and 2024. Councilmembers requested a future discussion on the status of the program. Community and Economic Development Committee Minutes Page 1 December 5, 2022 Kristina Michele Martens moved to recommend approval of the Interlocal Agreement with Whatcom County for Ground-Level Response and Coordinated Engagement (GRACE) services. MOTION CARRIED 3-0. 23549 2. Consideration of Bellingham Whatcom County Tourism's 2023 p. 12 Tourism Promotion Area Budget Tara Sundin, Community and Economic Development Manager, presented the Bellingham Whatcom County Tourism Promotion Area draft budget for the Council's review and approval as its role as the legislative authority. Michael Lilliquist moved to recommend approval of the Bellingham Whatcom County Tourism Promotion Area budget for $1.2 million. MOTION CARRIED 3-0. 23550 3. Consideration of the Lodging Tax Advisory Committee's 2023 Budget p. 45 Recommendations Tara Sundin, Community and Economic Manager, presented the proposed 2023 budget expenditures for the Lodging Tax Advisory Committee (LTAC). Kristina Michele Martens moved to recommend approval of the Loding Tax Advisory Committee (LTAC) 2023 expenditures of $2,184,742. MOTION CARRIED 2-0.
