City of Bellingham Parks and Recreation Committee Minutes June 7, 2021, 1:45 PM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members, Gene Knutson, Chair www.cob.org/council Pinky Vargas, Lisa Anderson All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Present: Committee Chair Gene Knutson, Second Ward Committee Member Pinky Vargas, Fourth Ward Committee Member Lisa Anderson, Fifth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Parks and Recreation Gene Knutson, Chair Pinky Vargas, Lisa Anderson 23014 1. Third Modification to Lease Agreement – Craft Studio at Boulevard p. 3 Park (Woods Coffee) Nicole Oliver, Parks Director, explained the lease amendment to the current lease of Woods Coffee at Boulevard Park. The additonal square footage will add a new restroom. Woods Coffee Inc and the City have agreed to modify the attached restrooms and storage room to the rentable area and adjust the base rent and leasehold tax accordingly. The Woods Coffee Inc also agrees to pay all charges for water utilities and be responsible for all restroom maintenance, repairs, daily cleaning, and security. Parks and Recreation Committee Minutes Page 1 June 7, 2021 Wes Herman, Owner of Woods Coffee Inc expressed his appreciation of the public/private partnership. Committee Members asked questions. Pinky Vargas moved to recommend approval of the lease modification. MOTION CARRIED 3-0. 22982 2. An Ordinance Amending BMC Chapter 8.04 Regarding Parks and Trails p. 11 and Providing New Rules for Electric-Assisted Bicycles on Trails, Prohibiting Smoking, Reducing Speed Limits, and Other Updates Nicole Oliver, Parks and Recreation Director, shared that after the Public Hearing was held on the ordinance, public input provided Council with changes to consider. Council sent the changes back to the Parks and Recreation Committee and instructed no change to 8.04.080 Overnight Camping, and removal of the new section 8.04.170 restricting drones. Committee Members asked questions. Lisa Anderson moved to recommend approval of first and second reading. MOTION CARRIED 3-0.
