"Skip" Williams, Chair Contact: (360) 778-8200, ccmail@cob.org Hannah Stone, Jace Cotton https://cob.org/council Call to Order Committee Chair Williams called the meeting to order at 10:55 a.m. Roll Call Present: Committee Chair Edwin H. "Skip" Williams, Fourth Ward Committee Member Hannah Stone, First Ward Committee Member Jace Cotton, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 24620 1. Boulevard Park Shoreline and Public Access Enhancement Noise Variance p. 3 Nicole Oliver, Parks & Recreation Director, and Gina Austin, Parks Project Engineer, presented the noise variance request for the Boulevard Park Shoreline Enhancement Project. Council Members discussed the noise variance request and asked questions. Jace Cotton moved to recommend approval of the noise variance for Boulevard Park Shoreline Enhancement Project between October 1, 2025 through December 31, 2025. MOTION CARRIED 3-0. 24621 2. Resolution to Increase the Facility Reinvestment and Water Conservation Surcharge p. 6 Rate at Lake Padden Golf Course Nicole Oliver, Parks & Recreation Director, Steve Janiszewski, Parks Operations Manager, and Mike Fosnick, Director of Operations at Troon/Premier Golf Centers, presented the draft resolution to increase the facility reinvestment and water conservation surcharge rates at the Lake Padden Golf Course. Council Members discussed the resolution and asked questions. Parks and Recreation Committee Minutes Page 1 August 11, 2025 Hannah Stone moved to recommend approval of the resolution to increase the Facility Reinvestment and Water Conservation Surcharge Rate at Lake Padden Golf Course.
