20382 1. A work session on a draft ordinance to establish a rental registration
program
Committee Members Jack Weiss, Gene Knutson, and Roxanne Murphy had an in-depth
discussion on the many aspects of a rental registration program. Topics of discussion
included protocol for the audits and inspections, fee structure, outreach and education
standards, the possibility of pre-inspection services to encourage voluntary compliance,
and how to address ADUs and Section 8 units. The Committee agreed on the sunset
provision with Jack Weiss proposing that the three years begin after the first batch of
registrations has been completed around January 2016.
Gene Knutson motioned to direct staff to bring back options for the registration fee
and inspection costs, considering what the cost of 65 and 1,200 inspections would be
and also a range in between. Also to bring back information on how we would
conduct complaint-driven audits first with no cost to property owners, with
outreach and pre-inspection costs included.
MOTION CARRIED 3-0.

Committee sessions. Standing Committee Members receive reports and information,
ask questions and, when appropriate, vote on a recommended action for consideration
by the full Council at the Regular meeting. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:
