1 Council Planning Committee Work Session on Residential Renter
Barriers/Concerns INFORMATION ONLY
The Committee was joined by the following guests:
~Adrienne Solenberger, Landlord Liaison, Homeless Service Center
~Phyllis McKee, Private Landlord
~Doug Wight, Owner, Windermere Property Management
The conversation touched on an array of topics related to rentals and housing,
including source of income discrimination and the possibility of landlords
accepting more people who receive Section 8 and other assistance vouchers; and
the hardship of first/last/deposit in one lump sum. Ms. McKee and Mr. Wight
offered their viewpoints from the perspective of the landlord. Ms. McKee’s
primary concern had to do with how difficult the legal process is for her to pursue
the eviction process when renters in general, not specifically those who receive
assistance, refuse to vacant while not paying rent and/or leave the residence in
poor condition.
Mr. Wight shared information about the programs and assistance Windermere
provides in an attempt to be flexible with prospective tenants, including offering a
one-time application fee/background check, rather than prospective tenants
having to pay a separate fee for every application.

Ms. Solenberger named the many assistance vouchers that are available (e.g.
VASH for veterans), and brought up the mitigation fund to help repay landlords if
tenants fall short upon move out. She encouraged people to call her if they need
assistance. Her job is to expand housing opportunities with local landlords.

Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:
