Call to Order
Council President Hammill called the meeting to order at 1:50pm.

Committee Member Hannah Stone, First Ward
Excused:
Committee Chair Lisa Anderson, Fifth Ward
Council Member Lilliquist chaired the meeting and Council Member Stone joined the committee in
Council Member Anderson's absence.
Council Standing Committee Meetings
Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
24185 1. An Ordinance Relating to the Establishment of Identity Theft Prevention Measures p. 3
for Registered Residential Properties throughout the City, Establishing a
Requirement for Secure, Locking Mail Receptacles in Chapter 6.15.050 of the
Bellingham Municipal Code
Blake Lyon, Planning and Community Development Director, provided a summary of the ordinance
to establish identity theft prevention measures at all registered residential properties by
implementing a requirement for locking mail receptacles for all properties registered through the
Rental Registration and Safety Inspection Program. Council Members discussed the ordinance and
asked questions.
Michael Lilliquist moved to amend the draft ordinance to include,

“SECTION 2 - Effective Date
The effective date for compliance with BMC 6.15.050(B)(14) shall be January 1, 2025. A one-time
extension may be granted at the Planning Director's discretion for individual properties on a case
by case basis, upon a showing of unique hardship or extenuating circumstances, to an effective
date of March 1, 2025.”
MOTION CARRIED 3-0.
Edwin H. "Skip" Williams moved to refer additional discussion of the ordinance as amended to a
Committee of the Whole meeting in August.
MOTION CARRIED 3-0.
