sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.

evening prior to deliberation and formal vote in the order shown below:

22940 1. Interlocal Agreement with Whatcom County Fire District 4 for p. 3
Training Facility Use
Bill Hewett, Fire Chief, explained that the Fire Department has negotiated an
agreement for the ongoing use of Fire District 4’s Britton Loop Road Facility for
fire and emergency medical services training. The facility was designed for
classrooms and fire fighting training. There is a large area referred to as the Drill
Grounds for practice and training. Over the years, the City has had an
agreement to use the facility, but last Fall, Fire District 4, indicated they would
like to renegotiate the interlocal agreement. The new agreement brought forth
for approval, includes an office and storage space for the captain of the
paramedic training. The paramedic class will be based out of the classroom at

the facility and is large enough to implement social distancing and pandemic
regulations. Recruit academy staff and participants will be holding class in a
portable located there. The agreement ensures that this will be a permanent
use for academy participants where in the past, it had been for a temporary use.
There will be no additional charges, the total being $40,000.
Gene Knutson moved to recommend approval of the interlocal.
MOTION CARRIED 3-0.
22941 2. Update of the Whatcom County Natural Hazards Mitigation Plan p. 9
Liz Coogan, Emergency Manager, indicated that the Whatcom County Natural
Hazards Mitigation Plan must be updated every five years. To be eligible for
federal funding by FEMA, the plan must be updated. The City's portion of the
plan must include measures to mitigate natural disasters such as tsunami,
flooding, earthquake, and severe storms. The County has contracted with Dr.
Rebekah Paci-Green, a consultant with the Resilience Institute at Western
Washington University. Currently she is working with her students to review and
update affected area maps in the Plan.
Liz explained that she is working with Public Works, Fire, Planning, and Parks
and Recreation departments to review the 2016 Plan and update any mitigation
measures since the last Plan update. The updates are due to FEMA by June
2021.

and in standard definition on Comcast channel 10. Members of the public who do not have
cable or Internet access may contact the City Council office to receive phone numbers in order
to listen to the meeting via telephone.
