Call to Order
Committee Chair Hammill called the meeting to order at 1:00pm.

Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
24421 1. Interlocal Agreement for the Purchase of PFAS Free Response Gear p. 3
Fire Chief Bill Hewett, and David Pethick, Assistant Fire Chief, presented the Interlocal Agreement
(ILA) to purchase PFAS free response gear for Fire Department employees. The ILA provides
funding from the Whatcom County Emergency Medical Services (EMS) levy for employees that are
home-funded in the Medic One Fund. The gear is expected to be distributed in the second quarter
of 2025. Council Members discussed the ILA and asked questions.
Edwin H. "Skip" Williams moved to recommend approval of the Interlocal Agreement (ILA) to
purchase PFAS free response gear.
MOTION CARRIED 3-0.
24422 2. Update of the Comprehensive Emergency Management Plan (CEMP) p. 9
Fire Chief Bill Hewett, and Jonah Stinson, Emergency Management Plans Coordinator, presented
modifications to the City's Comprehensive Emergency Management Plan (CEMP). The CEMP allows
for broader emergency management systems coordination across the state. The draft CEMP will be
sent to Washington Military Department’s Emergency Management Division by March 31, 2025

and after review staff will return to Council for formal adoption. Council Members discussed the
CEMP and asked questions.
